Upon motion duly made (Nielsen) and seconded (Birkebak), the Joint Powers Agreement with <br />Vadnais Heights for Tousley Ford water supply was approved. <br />Mr. Rick was then recognized, He requested input from the City Council for development of Cafe <br />Cravings into a full service restaurant with full liquor service stating difficulties surviving with a limited menu <br />and offering. He presented preliminary plans for his expansion which were reviewed by the Council. Some <br />concern over drive-thru service at a fully licensed liquor establishment was expressed and controls related <br />thereto should be addressed. The Clerk was instructed to contact the Liquor Control Division of the <br />Department of Public Safety for input. Pending the Clerk's findings, the Council commended Mr. Rick's <br />efforts to date and generally supported the proposed expansion. <br />Discussion then followed regarding a community newsletter and a community clean-up day with <br />general support for the concept but with no action taken. <br />The. Treasurer's Report, a copy of which is attached hereto as Exhibit "B", and indicating a balance <br />in the General. Fund of $57,264,26 and in the Sewer Fund of $34,13.4,56 was, upon motion duly made <br />(Birkebak) and seconded (Nielsen), unanimously approved. <br />Payment of bills totaling $6,683.80 and attached hereto as Exhibit "C" was, upon motion duly made <br />(Nielsen) and seconded (Birkebak), unanimously approved. <br />There being no further business and upon motion duly made (Birkebak) and seconded (Nielsen), the <br />meeting was adjourned at 9:00 pm. <br />AUTHORED: 26 March 1996 <br />APPROVED: 15 April 1996 <br />ATTEST: <br />Frederic C.
