CITY OF GEM LAKE <br />MINUTES OF PUBLIC HEARING <br />PROPOSED IMPROVEMENTS NO. 96-01 & 96-02 <br />18 July 1996 <br />A Public. Hearing for the purpose of receiving comments on Proposed Public Improvements No. 96-01 <br />and No. 96-02 was convened by Mayor Emeott at 7:05 pm on 18 July 1996 in the first floor meeting room of <br />Tausley Ford. Present were Mayor Emeott, Councilmembers Igo, Nielsen and Kunin, Treasurer Nordstrom and <br />Clerk Magnuson. Also present were Joel Anderson, Rick Johnson, Mike Gerner and George Jungman, <br />Mayor Erneott then asked for additions, deletions and/or corrections to the Agenda for the meeting. Upon <br />motion duly made (Kunin} and seconded (Igo), the Agenda was unanimously approved. <br />Mayor Emeott then requested verification that all public notice requirements had been met. Clerk <br />Magnuson indicated that notice of the meeting had been published as required by law in the 03 July 1996 and 10 <br />July 1996 editions of the White Bear Press. Direct mail notices were also mailed to each affected property owner <br />on 10 July 1996, said mailing having been based upon a mailing list secured by the City Engineer from Ramsey <br />County Property Taxation. See attachments. <br />Mayor. Emeott then reviewed proposed improvements and stated that they were part of a maintenance. <br />plan adopted by the Council in 1995. Said projects' were delayed due to delays by Ramsey County in the County <br />Road E mill and overlay project. In an effort to diminish engineering and administrative costs, the projects were <br />combined into a single administrative project. <br />Mr. Anderson was recognized and challenged the timing of the improvement, stating that spring was a <br />better time. Mr. Magnuson stated that due to the small nature of the project, completion was when it could be. <br />secured from the city's contractor: Discussion of speed bumps followed with no action taken due to the <br />complications caused by inclusion in the project. <br />There were no additional public comments. <br />There were no comments from the council regarding the matter, <br />There being no further comments, the matter was referred to the council for action. <br />There being no further business, the Public Hearing was adjourned at 7:25 pm. <br />AUTHORED: 07 August 1996. <br />APPROVED: 19 August 1996 <br />ATTEST: <br />Frederic C.
