Discussion of the Revenue Bond request by the Montessori School followed. Mr. Robins was recognized and stated his <br />continuing objection for several reasons to issuance of this type of financing. Following discussion and upon motion to deny thc <br />revenuebond financing by I3irkebak, second by Kunin, the Council voted to deny the application for revenue bond financing <br />on the following vote: C3iikebak-Aye, Kunin-Aye, Nielsen -Nay, lgo-Nay, Emeott-Aye. <br />Following discussion, it was decided the City should hire special expert counsel solely to represent; the City in the matter <br />oldie bond issue. Motion by Igo, second K.unm to have the Clerk hire special expert counsel regarding the bond issue and secure <br />a written opinionon the financing at the sole expense of the Montessori School was passed on the following vote: Birkebak-Nay, <br />Kunin-Aye, Nielsen -Aye, Igo -Nay, Enleott-Aye. $aced: upon Council's decision, the Clerk was ordered to identify and retain <br />expert special counsel for presentation of written opinion and in person representation at the June meeting. <br />An amended budget for 1999.law enforcement was then presented for review. No action was: required. <br />Magnuson reported he has received the 1997 Annual Report of the White Bear Fire Department and that interested <br />parties may review same upon request. <br />'The first Quarter Recycling Report was presented for review with no action taken. <br />Nordstrom presented the Treasurer's Report, a copy of which isattached hereto. as Exhibit"D", and indicatinga balance <br />in the City's General Fund of S42,992.26 and in the City's :Sewer Fund of S22,154 04. Motion by Nielsen, Second by Bii kebak <br />to approve report was carried unanimously. <br />Payment of bilis for May totaling $ 8,562.45 and attachedhereto as Exhibit "E" was presented. Motion by Birkebak, <br />Second by Nielsen to approve payments was carried unanimously. <br />The next meeting of the: City Council will be on Monday, 15 June 1998 at 7:00 pm. <br />At 8:52, severe storm warning sirens. sounded. Remaining items were tabled to June.
