CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING <br />November, 1998 <br />The November meeting of the City Council of the City of Gem Lake was called to order by Mayor Emeott on Monday, 23 <br />November 1998, at 7:01 p.m. in the first floor meeting room of Tousley Ford. Mayor Emeott, Council Members Birkebak, Kunin, <br />Igo, and Nielsen, Treasurer Nordstrom, and Clerk Magnuson were present. Also present was Gem Lake resident Jim Lindner. <br />Following Mayor Emeott's request for additions, deletions, or corrections, the following were unanimously approved as <br />presented: 1) 19 October 1998 City Council Minutes as presented on Motion by Kunin, Second by Nielsen; 2) 23 November 1998 <br />City Council Agenda as presented on motion by Igo, Second by Birkebak. <br />Discussion of SEH's topographical mapping proposal and cost increases attendant thereto was discussed. Magnuson reported <br />that SEH would now be using data provided by Ramsey County Government Information Systems (GIS) which was completed <br />in 1996. The cost of using the RCGIS data is approximately $500 higher than the previous proposal and the SEH proposal was <br />revised to reflect this increase to $19,245. Motion by Igo, Second by Nielsen to approve SEH proposal with a cost cap of $20,000 <br />and also to approve and use Joint Powers Agreement with Ramsey County GIS was unanimously approved. <br />Discussion of development of an animal ordinance followed with no action taken. Igo agreed to assist in development. <br />Discussion of crime statistics followed with no action taken. <br />Discussion of city water to the Hoffman Corner business district followed. Magnuson has advised Hoeschler and SEH that <br />the project should be moved up in importance. SEH should revisit original plans and estimates. Planning Commission has <br />prioritized for 1999 completion with Lindner as lead person. The Clerk should work to determine alternative funding vehicles <br />available (e.g. local sales tax). <br />On motion by Nielsen, Second by Birkebak and unanimous vote the results of the General Election, attached hereto as Exhibit <br />"A", were certified as final. <br />Igo then raised the issue of a City Directory possibly in the form of a refrigerator magnet. Igo indicated he would pursue <br />development and advise of costs. General consensus was favorable. <br />The Council then requested that, as a matter of policy and commencing in 1999, all building permits should be issued through <br />the Clerk's office. The Clerk was advised to speak with Mr. Arend about how to handle this procedurally. Following implementa- <br />tion, a monthly report to the Council shall be included on each agenda. <br />Nordstrom presented the Treasurer's Report, a copy of which is attached hereto as Exhibit "B", and indicating a balance in <br />the City's General Fund of $42,685.06 and in the City's Sewer Fund of $27,051.32. Motion by Igo, Second by Kunin to approve <br />the report was unanimously approved. <br />Payment of bills for August totaling $ 10,478.19 and attached hereto as Exhibit "C" was presented. Motion by Igo, Second <br />by Kunin to approve payments was unanimously approved. <br />The next meeting is scheduled for Monday, 21 December 1998.There being no further business, the meeting was adjourned <br />at 9:07 pm on motion by Birkebak, second by Nielsen and unanimous vote. <br />AUTHORED: 15 December 1998 <br />APPROVED: 21 December 1998 <br />ATTEST: <br />Frederic C.
