Magnuson thenpresented the law .enforcement report and indicated he will continue to attend the meetings of the <br />Law Enforcement Group until two critical issues, 800 mhz and call center management, have been resolved. There is <br />concernin the case ofeach over funding and politics of control that take precedence over other matters. Magnusonalso <br />presented Deputy Entner's traffic report wrap up for the year. <br />Mr. Johnson was then recognized and: addressed the Council on the continuing efforts of the. Northcuuntry <br />Cooperative Development Fund to acquire the Boulders Project from Wedum. Following discussion that included Mr. <br />Kramer regarding state of the art for determining "senior housing", it was determined that. Magnuson shouldcontact. the <br />Met Council with both proposed statements of senior housing contained in the documents and determine their acceptance <br />to. the Met Council related to Gem Lake's Comprehensive Municipal Plan. With the understanding that maintaining the <br />integrity of the Municipal Comprehensive Plan is paramount in the matter and notcreating any "white elephants" on our <br />borders,. Motion by Watson, Second by Bosak to adopt Resolution No. 2005-04 empowering the Mayor. and Clerk to <br />execute documents on behalf of the City was approved on a vote of4 Aye, 1 Nay and 0 Abstaining. <br />Motion by Emeott, Second by Watson to approve Resolution No. 2005-05 approving expenditures for concurrent <br />detachmentproceedings wasunanimoitsly approved. <br />Motion by Watson, Second by Bosak to accept the January Treasurer's Report as prepared by Cobian and indicating <br />a balance in the General Fund o f $81,37b.3.1 and in the Sewer Fund of $134,315.04 was unanimously approved. Motion <br />by Watson, Second by Bosak to approve Accounts Payable for January totaling S44,827.98 was unanimously approved. <br />Following December Council's request that. the. Clerk prepare a Net Comparison to the budget without the Capital <br />1 xpenses included for January, Magnuson presented his evaluation indicating General Fund Receipts .at'$340,974 or <br />1490/ of the 2004 budget and General Fund Expenditures at $.339,45.0 or 148% of the 2004budget with a positive :cash <br />flow of$1,524.:Magnuson alsoreported the figures do not include as much as S 15,000 in accounts receivable, Similarly, <br />the evaluation indicates Sewer Fund Receipts of $229, 198 or 458% of budget and Sewer Fund Disbursements of <br />$157.302.or 314%.ofbudget witha positive cash flow of $71,986 andforthcoming accounts receivable for 4`l' quarter <br />sewer billing,. <br />Motion by Watson, Second by Bosak to approve a Sewer Fund budget of $57,300 which includes monies for both <br />substantial iriaintenanceand ieinvestrnent was unanimously approved. <br />Mrs_ Kuchenmeister was then recognized and indicated her desire to proceed with the acquisition of the parcel of <br />properly between her and theproperty formerly owned by Wanner. Magnuson indicated he would approve same and <br />contact. the. City Attorney to determine procedure for transfer of title. Mrs. Kuchenmeister- also indicated problems with <br />access from her property to the roadway during peak traffichours and asked if an alternate railroad crossing was <br />available to which Emeott responded "no", unless the .existing crossing is abandoned. Finally, Mrs, Kuchenlneister <br />reported a large. settling area at her driveway neara manhole and askedfor inspection and opinions of' how to solve the <br />issue. Magnuson indicated he would examine and advise. <br />The next meeting of the Gem Lake City Council is scheduled for 21 February 2005, a Federal Holiday on which <br />no business may be conducted.
