CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING <br />SEPTEMBER, 2005 <br />The September, 2005 regular meeting of the City Council of the: City of Gem Lake was called to order by Mayor <br />I tnentt on Monday, 19 September 2005,.at 7:05 PM in the first floor meeting room of'fousley Ford. Mayor Emeott, <br />Councilors Bosak, Schilling, Watson and Rasmussen and Clerk Magnuson were present: Also present were, Mr. Lindner <br />of the Planning Commission, Jim McNulty, and Bran Hansen. <br />Following Mayor Emeot.t's requestfor additions, deletions,or corrections, thefollowing actions were taken: 1) <br />unanimous approval of the Minutes of the 15 August 2005 City Council meeting as presented on. Motion by Bosak, <br />Second by Rasmussen; 2) unanimous approval of the Minutes of the22 August 2005 Joint Workshop Meeting of the <br />City Council and Planning Commission as presented on Motion by Watson, Second by Schilling 2) unanimous approval <br />of the City Council Meeting Agenda for 19 September 2005 as presented on Motion by Schilling, Second. by Rasmussen. <br />Mr: Magnuson then made General Announcements.. <br />In the absence of a written report of the September meeting of .the Planning Commission, Mr. Lindner reported <br />verbally on both the Granlund public hearing and the rneeung Regarding the Granlund Variance Application No. 20D5 - <br />04, Lindner indicated the Planning Commission found adequate hardship in the lot design and attached garage to <br />recommend the City Council approve the. application:. Further discussion of the proposed animal control ordinance and <br />zoning ordinance changes also transpired with no clear recommendations. Mr. Lindner: stated that Sections 17 & 11 of <br />the Zoning Ordinance arc still tinder the scrutiny of the City Engineer's water resources group and hopefully will be <br />forthcoming shortly.. <br />Magnuson reported that. a Grading and Tree Removal Permit has been issued to: Pratt for initial grading and filling <br />of the driveway across Bazooband to Goose Lake Road and that sarne is a joint: effortof the property owners. Magnuson <br />also reported on the status ofthe Summit. Mini Storage. Permit which awaits some engineering site cominent and building <br />inspector review. <br />Magnuson then reported thatthe County Road E / Highway6lreconstruction project will be postponed until early <br />spring.. due to the untimely shut down of the State of MN and it's impact on plan review by Mn/DOT. Magnuson also <br />reported hehas received additional information from the Mn/DNR regarding dutch elm .disease and will be reviewing <br />same for distribution in the near future. <br />Mayor Emeott reported on efforts to perpetuate the JPA with VLAWMO. members, citing budgets to insure <br />completion of the water planin.2006 as the last apparent obstacle. Emeott noted that even with additional moneys for <br />completion of the water plan, the new budget should be acceptable based on August budgets adopted. <br />Magnuson reported that Public ImprovementProjectNo.2004-01 (PIP2004=01) should reach conclusion. this Friday, <br />23 September 2005, with an extended warranty and a $10.0,000 surety posted by :the. contractor. Notices arebeing <br />prepared to advise residentsand assessment information is. being developed. Connections could begin as early as next <br />week including removal of the balls in the Hillary. Faun: sewer extension. Once accepted, dedication. to. the City of the <br />Hillary Farm can proceed and the previously approved public connection program can be irnplemented. <br />Magnuson.indicated the newsletter is nearly complete and should include notes regarding the hi story. project, 2004-5 <br />spending on our community, recycling changes, neighborhood watch needs, etc. <br />Motion by Bosak and Second by Rasmussen to approve Resolution NO.2005-21 granting a thirteen .foot six inch <br />(13'6") variance from Ordinance No. 43, Section 8.5(1) to a front yard setback oftwenty six feet six inches.(26'6") was. <br />unanimously approved. <br />Discussion of the new 2008 Metropolitan Council deadline for updating Comprehensive Municipal Plans followed, <br />Magnuson indicated lie felt the Augustioint Workshop was the first step to qualifying and quantifying community needs. <br />Emeott rioted that not every section needs to be .amended. Itwas noted that no amendments may be required but all <br />sections deserve scrutiny, <br />Motion by Watson and Second by Bosak to approve Resolution No. 2005-20 providing for participation in the <br />Ramsey County Wide All -Hazard Mitigation Plan was unanimously approved. <br />Page I. of 5 <br />
