CITY OF GEM LADE <br />MINUTES OF CITY COUNCIL MEETING <br />OCTOBER, 2005 <br />The October, 2005 regular meeting of the City Council of the City of Gem Lake was called to order by Mayor <br />Emeott on Monday, 24 October 2005, at 7:03 PM in the first floor meeting room of Tousley Ford, having been duly. <br />published in the 12 October2005 edition ofthe White Bear Press. Mayor Emeott, Councilors Bosak, Schilling, Watson <br />and Rasmussen and Clerk Magnuson were present. Alsopresent were Molly McPhillips, Don Hewitt, Jim .McNulty, <br />Dale and Gretchen Swomley and Art Pratt.. <br />Following Mayor Emeott's request for additions, deletions, or corrections, the following actions were taken: 1) <br />unanimousapproval of the Minutes of the 19. September 2005. City Council meeting as presented on Motion by Bosak, <br />Second by Watson; 2) unanimous approval of the City Council Meeting Agenda for 24 October 2005 as presented on <br />Motion by Watson, Second by Bosak_ <br />Magnuson then made General Announcements. <br />The Council acknowledged receipt of Hoeschler's reports of the Planning Commission for 0.6 September2005.and <br />09 October 2005 with. notes that same has. been distributed t0 interested parties: <br />Magnuson then presented the initial prioritization oftheprojects identified at first intPlarming Workshop, indicating <br />additional prioritization will be necessary and further discussionwill take place at the next Joint Workshop on 26 <br />October 2005. <br />Magnuson thenreported on the status of the Emergency Operations inquiry by Fox News, advising of Ramsey <br />County's position. Per City Attorney Newcome, support of Ramsey County's position is appropriate and all inquiries <br />regarding the Emergency Operations Planshould be referred to Magnuson, Emeottor Judd Freed at Ramsey County. <br />Magnuson presented Art Pratt who has requested approval by the Council ofthe Registered Land Survey (RLS) for <br />his minor subdivision previously approved. Magnuson indicated this is the second to the last step in finalizing the <br />recognition of the subdivision by Ramsey County_ Motion by Watson, Second by Schilling to approve the RLS as <br />presented and execution of same by the Mayor. and Clerk were unanimously approved. <br />Magnuson advised of completion of Public Improvement Project: No.2004-01 and agreed settlement ofthe problems <br />with the pipe as installed, with Belair agreeing to a two (2) yearwarranty and posting a one -hundred thousand ($100,000) <br />dollar bond in favor of the City. Motion by Schilling, Second by Bosak to adopt Resolution No: 2005-23 declaring the <br />total cost of the project tobe $758,965 with $170,000paid by the City and $588,965 to be paid by assessment to <br />benefitted property owners was unanimously approved. Motion by Watson, Second by Bosak to. adopt Resolution. No_ <br />2005-24 ordering a Public. Hearing to be held on 16 November 2005 at 7:00 pm in the first floor meeting room of <br />Tousley Ford on the proposed assessment to benefitted property owners. of$588,965..for .Public .Improvement Project. <br />No. 2004-01 was unanimously approved. <br />Motion by Bosak, Second by Schilling to adopt Resolution. No. 2005-22 empowering the Clerk to apply for a Score <br />Grant to support the City's Recycling Program was unanimously approved. <br />Magnuson advised that the Metropolitan Council SAC charge for 2006 win be $1,550, an increase of$100. <br />Motion by Bosak and second bySchilling:to accept the September Treasurer's Reports as prepared by Cobianwhich <br />indicate balances in the General Fund of $72,665.89, in the Sewer Fund of $37,859..03, in the Capital Projects Fund of <br />$ 1 16,759.40, and in the Gem Lake Bond Debt Service Fund of $10,727.81 were unanimously approved. Payment of bills <br />totaling:$25,940,36 was unanimously approved. <br />The next City Council/Planning Commission Workshopis scheduled. for 6:00 pm on Wednesday, 26 October2005, <br />at the Nexen Group Building, 560 Oak Grove Parkway in Vadnais Heights with notice of:sante to appear in the 19 <br />October 2005 edition of the White Bear Press.
