CITY OF GEM LAKE MINUTES OF CITY COUNCIL WORKSHOP OCTOBER, 2005 Having been properly published in the White Bear Press.on 19 October 2005.as Public Notice No. 2005-19, a Joint Workshop of the City Council .of the City of Gem Lake and the Planning Commission of Gem Lake was called to. order by Mayor Emeott on Wednesday, .26 October 2005, at 6:15 PM in the boardroom of The Nexen Group,.560 Oak Grove Parkway, Vadnais Heights, MN 55110. Mayor .Emeott; Councilors Bosak, Schilling and Rasmussen were present. Messrs. Lindner, Wippich and Mr. Rafferty ofthe Planning Commission were also present.. Also present.were City Clerk Magnuson.as recording secretary and Don Hewitt: Mr. Magnuson: distributed a copy of his Excel email to all presentwhich.includedall categories identified atthe first. meeting which in turnneed to. be prioritized. He suggested they discuss all projects to determine. additional needs.and priorityformat. Discussion of priorities.followed. Magnuson. updated: his report on the Joint Town Hall Project with White. Bear Township indicating it.is now time to begin.meeting with them. Appointment .of representatives. will be done in the immediate future.. Design discussion followed with no action recommended. Discussion of redevelopment of Hoffman Corners followed and it appears this is the number I priority for al in attendance as it is clearly a blight and under utilization I. nit's current form: Discussion of funding efforts to develop the property in the form of paid individuals followed with general concurrencethis would be an appropriate expenditure for the City. Magnuson also recommended development of a Local Improvement Policy, indicating the LMC has aground work LIP that could easily be modified to suit our needs. It was determined that additional prioritization will be necessary. Magnuson agreed to reformat for prioritization and send to all present. Those present were asked to respond in kind by returning the new schedule with priorities. At the next meeting on Monday, 05 December 2005, it was suggested that in addition to reviewing priorities, a review of the 1996 Community Questionnaire would be appropriate to determine how current thoughts mesh with previous responsesand to determine what the communities thoughts and direction were in 1997 and how they might be reaffirmed or altered for the future. Following discussion, the next workshop wilt be held on 05 December 2005 at 6:00 pmat the offices of the Nexen Group, 560 Oak Grove Parkway, V adnais Heights, MN. Mayor .Emeott thanked all for coming and thanked Mr. Schilling for hosting the meeting.
