CITY OF GEM LAKE RESOLUTION NO.200E-36 02 OCTOBER 200E A RESOLUTION EMPOWERING: THE MAYOR AND CITY CLERK TO EXECUTE A JOINT POWERS AGREEMENT WITH WHITE BEAR TOWNSHIP ON BEHALF OF THE CITY PROVIDING FOR. DEVELOPMENT OF A JOINT COMMUNITY MEETING HALL. WHEREAS, the City Council of the City of Gem Lake .didby means of Resolution No. 2005-25 establish a committee to meet with a committee from White. Bear Township to discuss the .benefits : and . feasability of joint developmentof a multi -jurisdictional community meeting hall; and,. WHEREAS, the committeeestablished. by the City Council of the City of Gem Lake has fulfilled the original challenge presented by the City Councilandrecommends the City proceed with the joint development of a community multi -use building that will serve and benefit. the residents of both White Bear Township and the City of Gem Lake; and,. WHEREAS, the City Attorney has expressed his opinionthat the joint developmenit and operation of a.community multi -use building by the two entitiescan beachieved; and WHEREAS, the financial consultants and bond attorney for the City of Gem. Lake have indicated that several methods of financing such an endeavor including, but not limited to, capital improvement bonds, may be used for said development; now, therefore, be it RESOLVED, the City Council of the City of Gem Lake hereby empowers the Mayor and the Community Hall Development Committee to develop on behalf of the City of Gem Lake a Joint Powers Agreement with White Bear Township which provides for the development, ownership and ongoing operation of a community multiuse building to be located on propertycurrently owned by White Hear Township and .located immediately adjacent the City of Gem. Lake to be executed by the Mayor and City Clerk;. and, be it FURTHER RESOLVED, that the City Council of the City of Gem Lake further empowers the Mayor and Community] hall Development Committee to initiate Requests For Proposals for design and development: of a community` multi -use building; and, be it FURTHER RESOLVED, that the Community Hall Development Committee and the Gem Lake City Council will work in concert with White Bear Township to coordinate development of the community multi -use buildingto coincide with their needs during the relocation, renovation and redevelopment of the current White Bear Town Hall. The foregoing Resolution was offered by Councilor Schilling and was supported by Councilor Watson and was declared adopted based upon the followin& vote: NAME. VOTE.
