13) City MS4 report for 2006 (Watson): Councilor Watson. reported that he needssome of Mayor Emeott's <br />timeto get some clarifications for this report. <br />NEW BUSINESS <br />A) Approval of payment of claims for September -October 2007: Mayor Emeott referred the Council to the <br />listing of payments requiring approval. A question was raised about fire service payment request from White Sear. <br />This is the monthly charge they assess. Motion by Schilling, Seconded by Watson for approval of payment of claims <br />for September -October 2007 was unanimously approved by voice vote. <br />B) Quarterly Treasurers' Report: Mayor Emeott summarized the quarterly treasurer's report.: Expenses are. <br />running at budget and income is running slightly above projected. Mayor Emeott is discussing with Treasurer Jessie <br />Hart about having a reserve setup for the city. It is suggested that the City have a $200,000 city reserve. This could <br />be built up slowly over the next few years at a rate of about $50,000 per year. We do not want to continue to borrow <br />from sewer fund as city's sewer's are gettingolder and this fund balance is to pay for repairs/improvements. Mayor <br />Emeott will work with Treasurer Hart to includethis as a line item in the City's 2008 budget. An estimate ofthe <br />utility costs for the new City Hall will also be put into the 2008 budget. Treasurer Hart suggested the 2007 budget be. <br />reviewed and dollars moved around whendoing the 2008 budget so that it rn.ore accurately represents what the <br />dollars are projected to be used for. Motion by Schilling, Seconded by Watson for approval of Quarterly Treasurers' <br />Report. Further discussion about the Highway 61 County Road E costs that ran about.$16,000 occurred. This. was <br />GemLake.'s. share of the road construction. costs. The Quarterly Treasurers' report was unanimously approved by <br />voice vote. <br />C) Resolution 2007-15 to change Toin Kelly name on accounts. to Jessie Hart: Mayor Erneott presented a <br />resolution to legally change the name on the accounts as required by the bank. Motion by Watson, Seconded by <br />Schilling for approval of Resolution 2007-15 to change the name on the bank accounts to Jessie Hart, the City's new <br />treasurer,was unanimously approved by voice vote. <br />D) Resolution to approve levy against persons not paying ISTS inspection fees and, E) Resolution to <br />approve levy against personsnot paying sanitary sewer charges: Mayor Erneott reported that the City is putting <br />a levy on two properties for failure to pay septic inspection fees and four properties for failure to pay sewer charges. <br />An administrative fee will: also be charged. These properties have not paid their feesin the last 9 months or 3 <br />payment cycles. Motion by Schilling,. Seconded by Watson for approval.. of levies were unanimously approved by <br />voice vote.. <br />F) Road shoulder repairs: Mayor Emeott reported that in November of 2007 the City took back control of <br />Schuneman and. Hoffman roads in thebusiness area. The shoulders on the west side of Schuneman Road between 61 <br />and County Road E and past the Floral shop on Hoffman Road are falling apart. Mayor Emeott has obtaineda price <br />quote from Schifsky'sfor repair of the gravel shoulders where they have been washed out. The County gave the City <br />moneyto repair the road when they turned it over to the City of.Gem Lakebecause it was not in as built shape. <br />Mayor Emeott also had Schifsky look atthe eastside of Schuneman Road between Highway 61 and Otter Lake Road <br />where the mailman drivesand the turn around of buses or trucks at theend of Schuneman Road cul-de-sac. It has <br />been packed: down. Schifsky presented a quote not to exceed $3376 to do the work. Motion by Schilling, Seconded <br />by Watson for approval of was unanimouslyapproved byvoice vote. <br />G) Catch basin repairs (storm sewer) — Schifsky quote: Mayor Emeott also received a quote from Schifsky to. <br />repair the catch basin along Schuneman Rd behind Barnett KIA the is causing theroad to wash away. A quote of not - <br />to -exceed $650 was submitted by Schifsky torepair the asphalt spillway on the east side and to re -grade and black- <br />top theshoulder around the catch basin on the west side. Motion by. Schilling, Seconded. by Watson. for approval of <br />the Schifsky quoteto repair these areaswas unanimously approved by voice vote. Theses repairs will be identified <br />on the 2007 MS4 Storm Water Report as storm water improvements. <br />
