Guidelines. Mr. Lindner stated that while the Planning Commission recommended the acceptance of the Guidelines, they could not endorse its .immediate implementation at this titne.because further work needs to be done to create new zoning ordinances. Councilor Rasmussen suggested thecouncil accept the Guidelines and then moveon to further discuss how to adopt these ideas into the city. Mr. Putman stated that using the Guidelines, the city does have. a basis and criteria for a moratorium while these guidelinesare put into zoning ordinances. Mr. Rafferty also suggested that a vote of confidence by accepting the Guidelines thecity could accept the Guidelines and use it for the basis of planning and zoning and incorporation into the comprehensive plan. The motion to accept the Putman Development Guidelines in its current form was unanimously approved by voice vote. D) Building Moratorium for Development. areas: Mayor Eineott reminded the council that currently, if someone came to the city withbuilding plans for thefour corners at Highway 61 and County Road E and met current zoning criteria, the city would haveto issue a building permit regardless of theworkthat the city has done in long range planning. A 6-18 month building moratorium for this corner would .allow the city to generate new zoning ordinancesand rules for the area to be sure. that the City's new ideas for developmentwere incorporated. Six months would be the minimumrecommended time and the city could choose toextend it if work was not complete.. A variance clausecan be added tothemoratorium for builders that comeright on target with the Putman Development Guidelines recommendations. Thecitycould easily deny variances if they didnot meet all of the requirements or were less than what the city council had envisioned. Discussion continued about the north east corner of Highway 61 and County Road E, which has not yet been reviewed. Mr. Putman suggested the council could also include a moratorium for building on adjacent land stating that development on this parcel requires mutually consistent implementation of the guidelines out outlinedin the Putman Development Guidelines. Further discussion occurred about the fact that the Planning Commission will need help in writingzoning ordinances. Recommend continue work with Putman. Mr. Putman willput together a proposal regarding continued service to Gem Lake as describe in the Putman services brochure Option 9, Ordinance writing and consultation, Mr. Putman again stated that the 3-D visioning optionmight be a goodoption for the city to allow residents and land. owners to really envision the recommendations of the Putman Development Guidelines. The review of this proposal will be included in the December City Council meeting. Discussion regarding the length of time the moratoriumshould be in effect. Various times periods were considered with a final determination thatnine months seemed appropriate as this is also the time period until the due date of the City's comprehensive plan. Motion by Artig-Swomley, Seconded. Schilling for a nine (9) month building moratorium on the land as described in the Putman Development Guidelrnes, and including thenorth east corner of Highway 61 and Co Road E. The final wording of the moratorium will be developed by Attorney Kelly. A: voice vote by individual Council Member was requested by Mayor Emeott. E) New Building change order 'acceptance ;—.Mayor Emeott reported that a rebate of $25,000 for the roofing system might not materializebecause the truss company were delivered different than what was specified and the insulators could not get to the vaults of the roof to spray in insulation. So they had to use foam. There was much discussion about if this is the responsibility of the contactor:, or the truss manufacturer. Thegood news is that the change has created a value added situation as the way the insulation is nowinstalled; much higher R values have been obtained. it was decided that the City would wait until close out of theproject andfinal payment to negotiate the details. F) Snow plowing contract for winter 07-08 (Schifsky and WBT quote): Mayor Emeott has obtained two bids forsnow plowing for the current winter season of 2007-08.
