CITY OF GEM LAKE, MN 4707 Hwy 61. # 253 White Bear Lake, MN 55110-3227 Telephone 651-747-2790 Planning Commission Minutes, 1-8-2008 Planning Commission Chair Jim Lindner opened the January meeting at 7:OOPM in the White Bear Town HaII. Commissioners Lindner and. Craig Rafferty and Derek Wippich were present. Also present were Beth Herzog, Kim Anderson, Torn Hansen, and Paul Emeott. Comprehensive Plan We reviewed Section 9 "Housing" of the 1997 Comprehensive Plan. First we looked at the text and determined that all statistics need to be updated with the most current data available. We also concluded there are subjective phrases in this section that need to be removed. JL will work with SEH to come up with wording we want to include in our. 2008 plan. The main theme of the 1997 plan is the statement on single family housing being dominant in the city. While this will remain largely true we do intend to allow some multi -unit housing in the Marc Putman's "Gateway" planning district. Paul Emeott said the City Council is working on a housing maintenance ordinance that will compliment the goals recommended in the 1997 plan. But there exists statements. that fire opinions and unnecessary comments that need to be removed. We feel this will shorten considerably the length of any new housing section. 1997 plan Section 9.2 covers housing goals and policies. Here is a rundown of each goal: A. Drop this goal. *B. Need to determine what this would mean C. Retain D. Retain E. Retain but combine with goal D. above F, Retain but drop the subjective comment on low and moderate income. All housing in. Gem Lake must adhere to the highest community standards. G. Retain but drop the subjective text on low and moderate income households.. H. Retain but shorten to a statement on buffering. I. Retain and expand to any type of grants or credits available to homeowners today. J. Drop as this has been accomplished with the Lake Area Bus. K. Drop as this has been achieved. L. Drop this goal M. Retain as there may be future opportunities similar to the Boulders project. *While we generally do not oppose the "Livable Communities Act" we need to learn just what this would require of our city should we choose to participate. Learning more details on this act is key if we are to include it as a goal in the 2008 plan. It is a carryover from the 1997 plan, though it was never fully defined in that document.
