Excess money not used will be returned to the person who paid the escrow at the end of the project. Expenses that exceed the escrow amount will be billed to the applicant at the end of the project. 3) A Late charge of $ 35.00 plus 1% per month will be charged if payment for services billed is not paid within 30 days after invoicing.
