responsibility of a person other than the occupant, a temperature of at least 68° <br />Fahrenheit or such lesser temperature required by government authority shall be <br />maintained at a distance of three feet above the floor and three feet from exterior <br />walls in all habitable rooms, bathrooms, and water closet compartments from <br />September through May. <br />4-13. REMOVAL OF SNOW AND ICE. The owner of a multiple family dwelling or <br />dwelling containing more than two dwelling units shall be responsible for the <br />removal of snow and ice from parking lots, driveways, steps and walkways on the <br />premises. Individual snowfalls of three inches or more, or successive snowfalls <br />accumulating to a depth of three inches, shall be removed from parking lots and <br />driveways within 24 hours after cessation of the snowfall. Individual snowfalls of <br />one inch or more, or successive snowfalls accumulating to a depth of one inch, <br />shall be removed from steps and walkways within eight hours after cessation of <br />the snowfall. <br />4-14. MINIMUM EXTERIOR LIGHTING. The owner of a multiple family dwelling <br />or dwelling containing more than two dwelling units shall be responsible for <br />providing and maintaining effective illumination in all exterior parking lots and <br />walkways_ <br />4-15. MAINTENANCE OF DRIVING AND PARKING AREAS. The owner of a <br />multiple family dwelling containing more than two dwelling units shall be. <br />responsible for providing and maintaining in good condition paved and delineated <br />parking areas and driveways for tenants. <br />4-16. MAINTENANCE OF YARDS. The owner of a multiple family dwelling or <br />dwellings containing more than two dwelling units shall be responsible for <br />providing and maintaining premises yards. <br />SECTION 5. MINIMUM STANDARDS FOR BASIC EQUIPMENT AND <br />FACILITIES. No person shall occupy as owner, occupant, or let to another for <br />occupancy and dwelling or dwelling unit, for the purposes of living, sleeping, <br />cooking and eating therein, which does not comply with the following <br />requirements: <br />5-1. KITCHEN FACILITIES. Every dwelling unit shall have a room or portion of a <br />room in which food may be prepared and/or cooked and which shall have <br />adequate circulation area, and which shallbe equipped with the following: <br />5-1.1. A kitchen sink in good working condition and properly <br />connected to an approved water supply system and which provides <br />at all times an adequate amount of heated and unheated running <br />water under pressure, and which is connected to an approved <br />sewer system. <br />
