B) Utility billing — Purchase. Software: Mayor Emeott stated that City Treasurer issuggesting that thecity of Gem Lake <br />purchase. Utility Billing software instead of keeping this on an excel spreadsheet. This .software allows for better record keeping <br />of sewer costs and delinquent billings. The programwill be accessible: by staff at either Heritage Hall or the White Bear <br />Township office. Gem Lake is not able to use While Bear Township's license, The cost will he $1.890 and $4701year:annual .cost <br />. <br />Motion by Watson. Seconded by Arlig-Swomley for purchase of this software was unanimously approved by voice vote. <br />C) Horne Owner Association -Hillary. I+ arms: Mayor Emeott reportedhe receiveda request from the builder of Hillary <br />Farms for a live year extension on a builder run homeowners. associate. Currently only 4 homes in the association. Attorney Kelly <br />willhavehis office draft up a new contract. Motion by Watson, Seconded by Rasmussen for a five extension on the Horne <br />Owners association wasunanimously approved by voice vote. <br />D) Permits for Parking Lots: Mayor Emeott reported a developer has inquired about placing a parking lot on Gem Lake <br />property in the Gateway area in conjunction witha. building that will be going up in an adjacent:Vadnais Heights property. This <br />is not in alignment with the long range vision for this area and would create no new tax revenue: for the city. There is also. <br />currently: a moratorium on building in this area. Attorney Kelly stated that an ordinance for Parking Lot permits would be dratted <br />and submitted for the council's review. <br />PRESENTATIONS FROM TUE FLOOR <br />Mayor Emeott called for presentations from the floor. Discussion occurred.. regarding an extension of the :9 month moratorium: on <br />the Gateway area. Atlorney Kelly reminded the council that a public hearing would need to be held and. a 30 day notice <br />published. Mayor Etneotl will publish this noticeso that a May public hearing at lhe May City Council meeting could be held, <br />Resident Bob Uzpen asked it the plowing performed by Schifsky's.included sand cleanup in the spring. A lot of sand was used <br />this year and needs sweeping. Mayor Emeott stated that. they would probably need to wait until road restrictions are lifted but that. <br />Schifsky will be cleaning it up some in May. <br />Attorney Kelly discussed ordinance enforcement. . The city could prevent goingthrough the courts by select a Hearing officer that <br />would review any ordinance violations. The•parly would have 20 days to contest a violation and the fine would be levied through <br />property taxes. Attorney Kelly wilt present suchan ordinance 10 the council at a future date, <br />FUTURE CITY COUNCIL.
