NEW BUSINESS <br />A) Approval ofpayment of claims. for June -July 2008: Mayor Emeott referred the' Council to the listing of <br />paymentsrequiring approval. Just under $40,000 stillleft topayout on the construction of the City Hall. Still waiting <br />for adjustment of Air Conditioner, conduit for flag pole, and a few other things. Payment of claims for time period <br />above was unanimously approved as indicated by Councilor's signatureson this document. <br />B) .6 month financial report (Jessie Hart): City treasurer Jessie Hart providedan update of payments made in <br />2007 andfor the period January through June 2008. In 2007, revenues exceeded expendituresin several areas <br />including licenses and permits. Approximately $41,000 was collected from Ramsey County and the City of Vadnais. <br />Heights for the balance of the construction project on County Road E and Highway 96. Expenditures exceeded. <br />budget $57,055.due primarily to engineering costs related to theconstruction project on County Road E and <br />Highway 96 which was not budget. Other expenditures categories were wellunder budget which reduced the <br />potential overage to $13,901.Overall, the excess revenues were more than the overages in expenditures by <br />approximately $49,500, which in turn increases the General Fund balance.. For the period January through June. <br />2008,.revenues are above anticipated levels, however, so are expenditures. The city has spent less than 31.%of its <br />2008 budget due to a money budgeted for potential legalservices that have not yet been spent and other cyclical <br />costs which have not yet been paid. Anticipate that 2008 will come out as good asor better than 2007. Hart <br />suggestedthat a different structure is needed for billing overdue sewer accounts. Currently very difficult to track it <br />the way it is set up. Councilor Schilling suggested that Gem Lakerevise its ordinance for billing overdue sewer <br />accounts to match White Bear Township's wording. <br />C) Financial. software —Peachtree (Jessie Hart): Hart requested permission to purchase new financial. <br />software for Gem Lake. Not able to use White Bear Township's license: unless financials were. co -mingled. <br />Quickbooks won't be able to meet the needsof the city: Peachtree Financial Services hasa software program geared <br />to non-profit organizations that will interface with utility billing system and will provide the functions that Gem Lake <br />needs. Motion by Schilling, Seconded. by White to purchase this software was approved by voice. vote. <br />D) Notary for Jean. Reiter, city secretary: Mayor Emeott called for a motion to pay for licensing of Jean <br />Reiter, City secretary., as a Notary Public... Motion made. by Schilling, Seconded by Artig-Swormley to approve the <br />fees associated with training and licensing of Jean Reiter as Notary Public was unanimously approved by voice vote. <br />E) Extension of Building Moratorium (Oliver): City Attorney Oliver stated that to continue with the building <br />moratorium for the Gateway area until the completion of the Comprehensive Plan, an extension is needed. Motion by <br />Artig-SwomleY, Seconded by Schilling forcontinuation of building moratorium with same wording and exceptions <br />as the original was unanimously approved by voice vote. <br />F) Recreational zoning for Golf Course (Oliver): City Attorney Oliver stated that hedoesnot recommend the <br />city zone the current .Gera Lake Golf. Courseas recreational land unless the city desires to obtain the. land in the event <br />that a Golf Course is no longer viable. Also, currently the city does not have Recreational Zone defined in the zoning <br />guidelines. The city does not have the funds to purchase this land in the event of thefailure of the golf course, nor <br />the desire to make this much land public recreational use only. It is recommended that the areacontinue to be zoned <br />residential, but that it..be stated in the Comprehensive Plan thatthecontinuation of use of the land as a Golf Course is <br />encouraged and welcomed. There are several references made to the golf course in the guidance document that <br />should be reviewed to ensure thereare consistent. <br />G) Approval of Election Judges: Mayor Emeott submitted a Iist of election judges for the primary election on <br />September 9, 2008. Motion by Schilling, seconded by Watson to approve the list of election judges was approved by <br />voice vote. <br />H) 2008 Comprehensive plan upgrade progress — Public Hearing continuation --July 30: A continuation of <br />the Public Hearing for the review of the Comprehensive plan will be held July 30t..A notice will be published in the <br />White Bear Press and posted on the City Hall bulletin board. <br />Look for us on the World Wide Web at. genilakemn.org <br />
