Bear Lake <br />White Bear Township <br />July 18, 2008. <br />Paul Emeott <br />City of Gem Lake. <br />4707 Highway 61 Box 253 <br />White Bear Lake, MN 55110 <br />Dear Mayor Emeott, <br />The Vadnais Lake Area Water Management Organization (VLAWMO) is clarifying the <br />watershed boundaries with neighboring watersheds, Rice Creek Watershed District and Ramsey <br />Washington Metro Watershed District. State Statute Chapter 1O3B.215 provides a procedure for <br />updating watershed boundaries. Over the last year VLAWMO has been working with municipal. <br />staff and the other watersheds to come to a consensus on the updated boundary: You will find <br />this new boundary identified on Figure 1 of the enclosed draft Petition to the Board of Water & <br />Soil Resources (BWSR). <br />VLAWMO is seeking your help with the Statements of Concurrence (Attachment A) with <br />the new watershed boundary now. Once BVVSR has approved the boundary changes we <br />will be seeking your help with the JPA Amendment. <br />Background: VLAWMO anticipates two Phases to update the watershed boundaries. <br />Phase 1-- Petition for BWSR approval <br />1. Consensus, is reached on.. the most appropriatewatershed boundary based on hydrologic <br />information (topography, storm sewer maps, etc) and assigning split parcels to one <br />watershed or the other. (Attachment B: draft Petition, Figure 1) <br />2. Statements of Concurrence are secured from affected municipalities and <br />watersheds. <br />3. The Petition For an Order Changing the Boundary between the watersheds is submitted <br />to the Board of Water and Soil Resources(BWSR). Two Petitions have been drafted, <br />one for the Rice Creek Watershed District boundary and one for the Ramsey Washington <br />Metro Watershed District boundary. White Bear Lake is affected by both Petitions and is <br />being asked for two Statements of Concurrence. <br />4, VLAWMO sends the proposed changes to Ramsey and Anoka County for comment. <br />Legal descriptions of the watershed boundaries are not always consistent with the <br />counties databases. As a reLuit, parcel lists requiring county database updates will not be <br />exactly the same as those in the Petitions to Change legal boundaries of Rice Creek and <br />Ramsey Washington Metro Watershed Districts.
