CITY OF GEM LAKE, MN <br />4200 Otter Lake Road <br />Gem Lake, MN 55110-3227 <br />Telephone 651-747-2790 <br />Planning Commission results, 9-2-2008 <br />The September 2008 Gem Lake Planning Commission meeting was called to order at <br />7:00 by Chairman Lindner. Present were Commissioners Derekā¢W ippich and alternate <br />commission Beth Herzog. Also present were Mayor Paul Emeott, Rob. Hansen, Trevor <br />Oliver, Steve Herzog, Bob Uzpen and Tom Hansen. <br />Paul handed out draft copies of some proposed changes to the Zoning Ordinance (the <br />current zoning ordinance in effect is 43J, though McNulty's parcels are under version <br />43H). Discussion focused on how much of Marc Putnam.':s concept plan. does Gem Lake <br />wish toincorporate intothe new zoning ordinance. Marc has proposed selling Gem Lake <br />some enacting codes he has in place that willhelp the city put parts of the new zoning <br />ordinance into effect, but Chairman Lindner wishes to make an attempt to defne the <br />mixed use parcels without calling on Putnam's resources. Trevor Oliver said Kelly and <br />Fawcett have some: resources available as well. The main emphasis will be to capture the <br />intent ofPutnam's'concept guidelines as the city has incorporated parts of his text in the <br />comprehensive plan. <br />One key will be to proceduralize the steps needed for development so developers know <br />from the outset what the city will approve and will expect the areas to look like. Another <br />key is to matte sure the developers pay the cost of plan review, especially as Marc <br />Putnamhas alsooffered to serve asplan reviewerfor those areas covered under his <br />proposed guidelines. Our PUD ordinance must define what developments are allowed. <br />Trevor suggested "Smart Codes" (that utilizesome-form-based zoning) may behelpful in <br />getting a PUD anda concept plan: to work in concert. If we have a form -based master <br />plan, then design guidelines become the focus of getting a development to look the way <br />the city envisions what a development should look like. As a help, our new zoning <br />ordinance will need to define certain. concepts raised in Putnain's.guidelines (Le., <br />"villas," "row houses,' "neighborhood edge," "neighborhood center,' etc.). Marc <br />introduces many new terms that will require further study and review. <br />We then had a brief discussion on possible changes to the subdivision ordinance, but <br />Trevor did not think major changes would be necessary for this ordinance akin to zoning <br />changes. We also discussed specific parcelsthat may be the focus for future <br />development and how best: to planfor sewer to those areas, particularly along Goose <br />Lake Road towards western Gem Lake (note; nothing is imminent, but we want to make <br />sure we have discussions early on in the process so we can be better prepared for when <br />formal proposals comeour way). <br />Look for us on the World Wide Web at: geiniakemn.org <br />
