MEMORANDUM <br />Date: October 6, 2008 <br />To; City Council <br />From: Jessie Hart, Treasurer <br />Re: Lawful Gambling Report <br />The City of Gem Lake currently collects 2% of net profits from organizations licensed to <br />operate lawful gambling within the City. Currently the. White Bear Lions operate the only <br />lawful gambling site at Country Lounge. <br />The 2% collected must be placed in a fund administered and regulated by the City <br />without cost to such fund, for disbursement by the City for charitable contributions. <br />Eligible charitable contributions are classified as follows: <br />Al - <br />To 501(c)(8) organization or 501 (c)(4) festival organization <br />A2 <br />Relieving effects of poverty, homelessness, or disability <br />A3 <br />Program for education, prevention, or treatment of problem <br />gambling <br />A4 <br />Public or private nonprofit school <br />AS <br />Scholarship fund <br />A6 <br />Recognition of military service (open to public) or support for <br />active military personnel and their immediate family members in <br />need <br />AT <br />Activities and facilities for youth <br />Alp <br />Expenditures for police, fire and other emergency or public safety - <br />related services, equipment and training. NOT ALLOWED: <br />pension or retirement funds <br />All <br />Church <br />A13 <br />With DNR approval, wildlife management projects/activities that <br />benefit public -at -large; grooming and maintaining snowmobile or <br />all -terrain vehicle trails, or other trails open to public use; supplies <br />and materials for DNR-coordlnated safety training and education <br />programs <br />A14 <br />Nutritional programs, food shelves, and congregate dining <br />programs primarily for persons 62 or older or disabled <br />A15 <br />Community arts organizations, or sponsorship of community arts <br />programs <br />Al9 <br />Humanitarian service — recognizing volunteerism or philanthropy <br />The attached report shows the activity of the lawful gambling beginning in 2006. The <br />balance carried forward at the end of 2005 was $3,448.O0. The detail prior to that was <br />not available. <br />
