NEW BUSINESS <br />A) Acceptance and: approval. of 2007 Financial Auditors report: Uponmotion by Artig-Swomley, seconded by <br />Watson, the council approved that the 2007 Financial Auditors report be accepted. Ayes — 4 'Nays— 0 <br />B). Approval of payment of claims for September -October 2008: Mayor Emeott referred.. the Council members to <br />thelisting of payments requiring. approval. Mayor Emeott stated that one of the bills submitted is .for the final <br />payment to the contractor for city hall. Discussion occurred regarding what the next step is:to contestsome of the <br />charges. Attorney Oliver suggested that the city may need to file a claim of protest with Rafferty with all of the. <br />grievances still outstanding, but that he would need to lookcloser at the proper way to handle this. Payment of <br />claims for time period above, with the exception of the final payment to the contractor for the Gem Lake City Hall <br />pending legal advice, was unanimously approved as indicated by Council member's signatureson this document. <br />C) Approve new City of Gem Lake Policy Book: Mayor Emeott. referred Council members to their copies of a <br />City of Gem Lake Policy Book. This books takesmany of the frequently asked about ordinancesand places them in <br />a manual that the City Secretary can reference. It is a synopsis of the ordinancesas they currently stand with the <br />exception of anew deer hunting policy. Discussion centered on the fact that some of these ordinances still need <br />revision. Upon' motion by Watson, seconded by Artig-Swoniley, the council approve that the City of Gem Lake <br />Policy Book be adopted with the addition of the deer hunting policy, Ayes -- 4: Nays — 0 <br />D) Resolution 2008-10 — Certify delinquent sewer billings to Ramsey County: Mayor Emeott presented a <br />resolution that gives the City Clerk authorization and direction to certify two delinquent sewer charges to the <br />Auditor of Ramsey County for inclusion in property taxes. Upon motion by Artig-Swomley, seconded by Watson, it <br />is RESOLVED that thetwo delinquent sewer charges be certified to the Auditor of Ramsey County, <br />Ayes -- 4 Nays.— 0 <br />E) Resolution 2008-11 Certify delinquent fire inspection billings to Ramsey County: Mayor Emeott <br />presented a resolution that gives the City Clerk authorization and direction to certify five delinquent :fire inspection <br />charges to the Auditor of Ramsey County for inclusion in property taxes. Upon motionby Artig-Swomley, <br />seconded by Watson, it is RESOLVED that the five delinquent sewer charges becertified to the Auditor of Ramsey <br />County. <br />Ayes — 4 Nays -- 0 <br />F) Acceptance of new City Ordinances: Upon motion by Wasson, seconded by Artig-Swoinley, the council <br />approved the :acceptance. of City Ordinances No. 87,:No. 88, No, 89, No. 92, No. 95,No. 100, No. 102, and No. 104 <br />by voice vote: Ayes — 4 Nays — 0 <br />G) Approve publishing of synopsis of new Ordinances in White Bear Press: Upon motion by Watson, seconded <br />by Artig-Swoinley, the council approved the publishing of:a synopsis of the new City Ordinances in the White Bear <br />Lake Press. AYes'— 4 Nays — 0 <br />H) Shall the City of Gem Lake establish a Stormwater Utility to pay for stormwater projects? Mayor Emeott <br />askedthecouncil how they felt stormwater utility billing should be collected moving forward. Jessie Hart stated that <br />currently storm water billing is part of each resident's .property taxes. :This results in some properties paying More. <br />than their fair share of the costs and some with greater amounts of run-off water notpaying any of the costs. The. <br />Council agreedthat an ordinance for Stormwater Utility should be put together and a feeschedule brought before <br />the council for approval to bill this as part of the city Utility Charge rather than in property taxes. <br />I) Possible Web streaming of Gem Lake City Council Meetings using cable casting equipment: Mayor Emeott <br />asked the council if they .felt there was resident interest in web streaming the "City Council meetings. Discussion that <br />the city isn't legally obligated to do this, and being Gem Lake is such a small city, the cost would be hard to justify. <br />It was suggested that this idea bebrought up again next year. Mayor Emeott also informed Council members that <br />the citynow receives $3000 per year from Comcast for right; of way maintenance. <br />
