CITY OF GEM LAKE, MN <br />4200 Otter. Lake Road <br />Gem Lake, MN 55110-3227 <br />Telephone 651-747-2790 <br />Planning Commission results, 11-10-2008 <br />The November 2008 Gem. Lake Planning Commission meeting was called to order at <br />7:05 by Chairman Lindner: Present Were Commissioner Craig Rafferty. Also present <br />was- alternate comrnissioner Beth Herzog, Gretchen.A rtig-Swomley,. Trevor Oliver, .Gary <br />Tangwell, Rob Hansen, and Mayor Paul Emeott. <br />Zoning Ordinance. <br />Paul Emeott reviewed the draft zoning map intended to reflect the new zoning ordinance: <br />The R4 from the existing zoning ordinance area remains the same. The R2 and R3 .from <br />the current ordinance has been combined into one area identified as.R3. Discussion then. <br />turned to the new residential categories,.RE (residential estate) with 5 acre minimums and <br />RX (residential executive) with three acre minimums, The "Barn Lot" (called such <br />because for years the Lunde designed barn and. outbuildings were .on this parcel: though <br />now the barn has been relocated to another parcel) on our draft map was.listed as RE . <br />though the.ensuing discussion revolved around it possibly being.placed in RX: Trevor <br />Oliver said it could ga. in either, but the question. is how:small the city wishes to make. <br />lots of this parcel. Keeping it "RE limits future subdivisions while classifying it as RX.. <br />would allow for. more individual lots. There are some existing conditions to consider <br />before any decision. is ever made. First, this lot. is part of an existing planned unit <br />development (PUD) that dates from the 1980s or 90s (even though PUD.was not <br />officially partof the City zoning ordinance until the last year or two): Also, the South <br />Road Owner's Association set limits on how many parcels can be served by the road they <br />own in common. While the debate wavered between placing the "barn lot" in either <br />estate or executive .zoning district, the question of what is the intended result kept coming <br />up. We opted to keep it in the estate district and add other parcels near. it far better <br />consistency around the lake. <br />We then focused on the golf course and the fact that it should operate under a conditional <br />use permit (CUP). The City cannot force a CUP on the golf course if they currently are a <br />conforming lot and/or if the golf course predates the current zoning ordinance (which <br />dates from about 1963). <br />The balance of our night involved discussion on the "Gateway" planning area. We <br />reviewed Paul's draft of the residential mixed use (RMU) which allows for different <br />types of residential uses within a parcel that may include certain commercial uses if they <br />compliment the residential uses. Since a master plan is required for developing this area, <br />the city will have proposals reviewed by a planning consultant as determined by the city. <br />Marc Putman is one example, but not necessarily the only option. <br />Look for us on the.World Wide Web at.griilakeinn.org. <br />
