MEMORANDUM <br />Date: November 18 2008. <br />To: City Council <br />From: Jessie Hart <br />Re: 2009 Preliminary Budget and Levy for December 16, 2008 <br />Based on discussions at the budget work session held on Wednesday, November 5, <br />2008 I made several changes to the 2009 Preliminary Budget and Levy. The changes <br />discussed during that meeting were used in generating the attached budget information. <br />Storm Water Plan <br />The majority of the discussion centered on the need to provide funding for the Storm <br />Water Plan component of the Comprehensive Plan. This plan was not included in the <br />original submission to the Metropolitan Council and will likely be a condition of their <br />approval. This plan is also required to be submitted to Ramsey Washington Metro <br />Watershed District and Vadnais Lake Area Water Management Organization. <br />Based on Council discussion at the budget meeting it was decided that there needed to <br />be funding for this plan and so it was determined that $25,000 would be a starting <br />number. Included in this version under Planning and Zoning 348 — Comp Plan Update <br />is $25,000 that was achieved by "shifting" $20,000 of budgeted amounts with in the <br />preliminary budget as follows: <br />Mayor and Council 333 — Meeting ExpenSe ($ 2,4.00) <br />449 Council Contingency ( 600) <br />Planning and Zoning 300 — Professional Services ( 5,000) <br />302 Engineering Services (10,000) <br />Road Maintenance 999 — ROW Maintenance ( 2,000) <br />Please note that Mayor Paul Emeott had secured a quote for this plan from the <br />engineers for $10,00.0. Based on this there should be sufficient monies budgeted in <br />2009 for the Storm Water Plan as well as any additional updates to the comp plan or <br />due to the comp plans implementation. <br />MS4INPDES Reporting <br />There was also discussion surrounding the need to complete the MS4 report for 2007. <br />and the 2008 report which will be due early in 2009. Included in the Preliminary Budget <br />in Road Maintenance — ROW Maintenance is $10,000 for professional assistance in <br />completing these required reports. <br />
