9.5 Civic space standards. The City of Gem Lake's visioning plan requires well -planned and functional <br />open spaces, preservation areas, parks and gathering places, which are generally referred to in this Section as <br />"civic space." An application's development plan shall dedicate or otherwise setaside sufficient land for <br />public civic space. At a minimum, 10% of the total acreage in :development shall be identified on the plans <br />as Civic Space. The acreage of wetlands protected by state statute and any wetland buffer required by a gov- <br />erning watershed district shall be excluded from calculations of "total acreage in development" and from the <br />calculation of the 10% dedication to civic space. A Civic Space shall conform to one or more of the Civic <br />Space Templates at. Figures 4 and 5. The Civic Space Type used to designa given Civic Space shall be indi- <br />cated on any planor diagram intended: toshowcompliance with this section. <br />9.5.1. Nocash payment in lieuof civic spacemay be approved for applications within the Gate- <br />way District. <br />9.5 2 The minimum width required for any Building Type under Figures 6 through 15 may be <br />reduced by up to 30°ia if the area which would have been contained within that building lot before <br />the reduction is transferred to a Civic Space located within 1/4 mile of the lot. <br />9.5.3. For Civic Spaces which include at least one automotive traffic lane or access, the area of <br />the traffic lane or access is not applied toward the 10% minimum .requirement. Areas within the <br />Civic Space, areas within a thoroughfare adacent 10 the Civic Space, or approved areas in lots adja- <br />cent to the Civic Space,whichare dedicated for public :or shared parking can apply toward the re- <br />quirement if designed in conformity with applicable Thoroughfare or Building.
