Gem Lake. City Council Minutes <br />Page Two <br />Surface Water Project Plan: Mayor Uzpen brought to the meeting the permit <br />that expires in 2011. Was supposed to have the inspections done this past <br />month. The timeline will be in July contacting neighborhood cities in regards to <br />what they are doing for inspections. <br />NEW BUSINESS <br />Legistration Allotment: Jessie discussed how the State of Minnesota in <br />balancing the budget was to reduce local government aid and market value. <br />homestead credit by 300 Billion and included Cities, Counties and. Townships. <br />Gem Lake is going to lose everything that it does get in government aid and <br />market value homestead credit in 2009. By the year 2011 everything should go <br />back to status quote. <br />2008 Audit. Report: Thomas Koop and Michelle Burley from Larson Allen was <br />there to discuss the audit that was done for Gem Lake. The. City Council was <br />given handouts discussing the 2008 audit. The auditors said that Gem Lake is. <br />doing well with the system they are currently using. Mr. Koop touched base on <br />government accounting standards and fund level. Gem Lake is at 90% of one <br />year expenditures for reserve and is very solid. The other funds are more <br />specific related to Levying and/or collecting special assessments to specific bond <br />issues. The e City Hall construction fund is solid. <br />Claims for June: The bills for June were discussed and authorized to pay. <br />Scheuneman Road: The presentation from Justin from SEH that was discussed <br />at the May 19th City Council meeting is about right for the estimate. The proposal <br />is 1.5 million with cleaning the ditch. Need to decide if the citizens want it fixed. <br />and how to asset it. It was suggested that more citizens participate in the project. <br />It was also suggested that maybe the County would help pave the road. Will <br />need to talk to the property owners and find out what the expectations and needs. <br />really are and express what the cost will be to get the road fixed. <br />Sign for Scheuneman Road: Residents are complaining and Mayor Uzpen has <br />witnessed it himself, that when people leave the golf course, they turn right and <br />it's a dead end. They turn around and floor it past the golf course. Suggestions <br />were to buy a sign from Gopher Sign and install or talk to the golf course and <br />place the sign on their property. The sign would say "right turn no outlet"_ Also <br />was suggested that the bushes need to be trimmed in that area on the golf <br />course.
