MEMORANDUM <br />TO; PLANNING COMMISSION. <br />FROM; TOM RIEDESEL <br />DATE: AUGUST 31, 2009 <br />SUBJECT; AUTO REPAIR AND AUTO SALES <br />REQUEST: APPROVAL OF A CONDITIONAL USE PERMIT <br />APPLICANTS: DENNIS NEWCOMB (AUTO SALES) AND RICK WILSON <br />(AUTO REPAIR) <br />LOCATION; 3622 SCHEUNEMAN ROAD <br />PROPERTY <br />OWNER: AL DRUMMOND <br />ZONING: N.C. — NEIGHI3ORHOOD CENTER <br />Mr.'.s. Newcomb and 11ii on have submitted a ioint application which recuests <br />City approval to locate an auto repair business and a auto sales lot from the 3622 <br />Scheuneman Road address: The auto repair business would take place in the <br />oast side of the building. Auto repair is a permitted use in the Zoning District and <br />does not require any City approval other than a Business License Auto repair <br />has taken place from this building off and on for many years. This business <br />wouldbe run by Mr \Nilson. <br />Mr. Newcomb plans to run an auto sales business from the parking lot located on <br />She north side of the building. The Gem :Lake Gateway District Development <br />Code lists Outdoor Display And Sales as a Conditional Use in the Neighborhood <br />Center Zoning Distr-ic;t, <br />Section I7..5.2(A) of the City's Zoning Ordinance sets the criteria for reviewing a <br />Conditional Use Permit, if states: <br />°! When reviewing Conditional and Interim use Permit applications, <br />except those for residential building height, impact on the. following <br />criteria, shall be reviewed and measured by the Planning <br />Commission and City Council; <br />I } Adjacent Uses: and <br />2) Air and Water Quality; and <br />3) Traffic Generations; and <br />4) Public Safety and. Health, and <br />5) Area Aesthetics;. and <br />6) Economic Impact on the Entire Area; and <br />7) Consistency With The Comprehensive Municipal Plan; end <br />} Anticipated Duration of the Conditional Or Interim Use. <br />A Conditional Use Permit may be approved subject to reasonable conditions <br />defined by the City of Gem Lake. <br />THipsiviP <br />ire <br />
