CITY OF GEM LAKE; RAMSEY COUNTY, MINNESOTA <br />ORDINANCE NO. 111 (Summary) <br />SUMMARY PUBLICATION. Pursuant to Minnesota Statutes, § 412.191, a summary of <br />an ordinance may be published. While a copy of the entire ordinance is available without <br />cost at the office of the City Clerk, the following summary is approved by the City <br />Council and shall be published in lieu of publishing the entire.. ordinance: <br />Ordinance 111 regulates door-to-door sales and canvassing activity and transient <br />merchant sales within the City. The Ordinance defines terms. Peddlers and transient <br />merchants engaged in for -profit activities must obtain a license from the City to offer <br />merchandise for sale. The Ordinance establishes standards and procedures for the <br />application and approval of licenses, and the revocation and denial of licenses. Solicitors <br />of orders for for -profit businesses must register with the City, but do notneed to obtaina <br />license. Canvassers and people engaged in door-to-door advocacy of political, social or <br />religious organizations or causes are exempt from registration, though professional <br />fundraisers for any of these causes must still register. Certain other sales exempted by <br />State law (farm sales, perishable goods sales, newspaper delivery) are also exempt. A <br />property owner or tenant is entitled to placard their property with signs denying entry to <br />any uninvited peddler, solicitor, canvasser or advocate. Violation of any portion of the <br />ordinance, including disobedience of a private property placard, is a misdemeanor. <br />Ordinance 111 is effective upon its publication. <br />
