CITY OF GEM LAKE, RAMSEY COUNTY, MINNI SOTA <br />ORDINANCE NO. 199 (Summary) <br />SUMMARY PUBLICATION. Pursuant to IVlinnesota.Statutes, § 412.191, a summary of <br />an ordinance may be published. While a copy of the entire ordinance is available without <br />cost at the office of the City Clerk, the following summary is approved by the City <br />Council and shall be published in lieu of publishing the entire ordinance: <br />Ordinance. 109 revises .the sign regulations .applicable to .signs:. placed within Gem Lake: <br />The signregulations. in Ordinance. 43K are repealed. The updated sign code is intended <br />to promote an attractive visual environment and promote free and effective <br />communication through signage. A permit is required for all signs, except for small <br />signs, flags and temporary signs specifically exempt from the permit requirement. Sign <br />permits arereviewedand approved by the Zoning: Administrator. The Zoning <br />Administrator is responsible.. for inspecting approved' signs .and removing signs in <br />disrepair or signs erected in violation of the regulations. The City Council may impose a <br />civil penalty on violators of the sign regulations, in addition to abatement action and <br />misdemeanor citation. The regulations generally permit three types of sign: "wall signs,'' <br />"freestanding signs," and "window signs." The rules concerning height, size and <br />installation of signs distinguish between residential areas and nonresidential areas. <br />Approval to light signs or use electronic signs (dynamic: displays) may be obtained in <br />certain districts of the. City by application to the Planning Commission. Certain features <br />are prohibited on signs, and sign types which are not specifically permitted or specifically <br />exempt are prohibited. The ordinance sets construction standards, maintenance <br />standards, and defines terms used within the regulations. Ordinance 109 is effective upon <br />its publication. <br />
