b) All permanent freestanding signs over four feet in height shall have <br />self-supporting structures erected on or permanently attached to <br />concrete. foundations. A freestanding sign shall not use guy wires for <br />support. <br />c) Freestanding signs shall be designed for wind pressure of not less than <br />thirty (30) pounds per square foot. <br />d) Signs should not obscure windows or other architectural features of the <br />buildingwith which they are associated. <br />e) Signs shall not be placed in locations, that interfere with safe vehicular <br />and pedestrian circulation or public safety signals and signs. Signs <br />will not be placed in the sight triangles of intersections. <br />f) No sign shall be erected or maintained so as to obstruct and fire. <br />escape, required exit, egress window or door opening. <br />g) <br />Signs shall be structurally designed in compliance with ANSI and <br />ASCI standards. All signs using electricity shall be constructed <br />according to the technical standards of certified testing laboratory. <br />h) Signs using electricity must directly connect to wiring that is. <br />integrated intothe building structure: or buried underground;: no. cables <br />or extension cords should run over .theground or upthe side of a <br />structure to power a sign. <br />5,4 Maintenance Standards. All signs shall be maintained in accordance <br />with the followings <br />a) The property owner or tenant shall maintain the sign in a condition <br />appropriate to the intended use. <br />h) Signs shall advertise or identify a legal business or other activity <br />currently taking place, or which will take place in the near future, <br />within the City of Gem Lake. Obsolete signs shall be removed by the <br />property owner within a reasonable time, no longer than two months, <br />after the sign becomes obsolete. A property owner or tenant may <br />apply to the City Council for exemption if the sign removal will be <br />unduly difficult to achieve (example: the sign.. is part of thebuilding <br />structure). <br />Signs shall be maintained in a safe, presentable and good structural <br />condition at ail times, including the replacement of defective parts,. <br />cleaning and other items required for the upkeep of the sign.
