Gem Lake. City Council Meeting <br />Page 2 of 5 <br />have an article on the fall election deadline in September. Anyone who is going <br />to run for office will need to file all the paperwork by August 17, 2010.. <br />National Night Out: This event will be held on Tuesday, August 3, 2010 from <br />5:00 to 7:00 p.m. with the Planning Commission meeting immediately following <br />this event. <br />Resolution 2010-10 Willow Lane Elementary School: The contribution of the <br />gambling funds balance is $2600.00. Mayor Uzpen stated he would like to give <br />Willow Lane Elementary School $2500.00 for the 2010-2011 school year. Upon <br />motion by Councilmember Lindner, and seconded by Councilmember Artig- <br />Swomley, Resolution 2010-10 passes. Ayes— 5, Nays — 0. <br />Resolution 2010-11 Approval of Election Judges for Primary Election: The <br />City Council members were given a handout with the names of the election <br />judges for the primary election on August 10, 2010, and upon motion by <br />Councilmember Artig-Swomley and seconded by Councilmember Bosak, <br />Resolution 2010-11 passes. Ayes — 5, Nays -- 0. <br />Proposed Hunting Ordinance Discussion: A discussion took place between <br />the City Council members as to suggestions to this ordinance. Attorney Oliver will <br />make the necessary changes and re -distribute the document. The Planning <br />Commission will have a Public Hearing on this ordinance on August 3, 2010. <br />The Council members feel the wordage with the suggested changes is much <br />better. The question was brought up regarding target archery. Councilmember <br />Bosak would like to put in writing about archery targets. Councilmember <br />Rasmussen suggested restriction limits, going to a controlled area, or making a <br />controlled area at your home. In addition, you would have to purchase a permit <br />or a conditional use permit. Attorney Oliver discussed the language on the target <br />archery section and the safety issue involved. Attorney Oliver will change the <br />language on the target archery section of the ordinance and the City Council <br />recommends forwarding the ordinance to the Planning Corriniission. <br />Tangwall/Larkin Motion: Mayor Uzpen emailed .the City Council regarding <br />Attorney Oliver's recommendation on how to communicate to the Tangwalls and <br />Larkins. Once the Tangwalls and Larkins file for the permit, information would go <br />to Justin, Gem Lake's City Engineer from SEH to view the information and do a - <br />soil sample. A report would be done by Justin and sent to Mayor Uzpen. Then a <br />permit would be issued to the Tangwalls and Larkins, It would be a separate <br />plan plus double fees. Additionally, the question was raised if the landscaping <br />done on the property would need an additional permit. Will contact White Bear <br />Township regarding that question. Attorney Oliver will check on the additional <br />costs. The City Council agrees that this is the best solution.. <br />Claims for July: The bills for July were discussed and authorized to pay.
