Gem Lake City Council Meeting <br />Page 4 of 7 <br />and more in October 2011..Upon motion by Councilmember Lindner, and seconded by <br />Councilmember Artig-Swomley, Resolution Number 2011-04 passes. Ayes — 4, Nays — 0. <br />Claims for July: The claims for July were discussed and authorized to pay. Mayor Uzpen <br />passed out a corrected copy of the claims for July. Upon motion by Councilmember <br />Rasmussen and seconded by Councilmember Lindner, motion passes. Ayes 4, Nays - 0. <br />Monthly Financial Reports: The. City Council received and reviewed the report. No questions <br />were asked from the council. <br />Flag Pole. Discussion: Mayor Uzpen stated there is $3,000 in the budget for purchasing a <br />new flagpole, as no used poles are available at this time. The flag will be flown 24 hours a <br />day, seven days a week, so need to have a light shining on the flags. The electrical bill will be <br />$1,000, which will leave $2,000 in the budget for the pole. Upon motion by Councilmember <br />Artig-Swomley and seconded by Councilmember Lindner, motion passes. Ayes 3, Nays — 1. <br />New Street Sign Discussion: Mayor Uzpen discussed the sign for the building. There was <br />discussion among the council whether it would be a street sign or a monument sign. Mayor <br />Uzpen spoke with Gopher Sign and they only do street signs. Gem Lake has $3,000 in the <br />budget and will receive another $1,000 from White Bear Township. Councilmember Artig- <br />Swomley suggested going with a monument sign. Mayor Uzpen suggested having a wooden <br />sign versus a stone sign. Councilmember Rasmussen would like to get quotes from several <br />sign companies. <br />PRESENTATIONS FROM THE PUBLIC <br />Mr. Tom Hansen, 1231 Little Fox Lane — spoke to the City Council and introduced Xiong Her, <br />1919 Orange Avenue East, St. Paul, MN who is in charge of the garden plots of land on his <br />property. Mr. Her stated they come in peace and do not want to make trouble, just want to <br />work on their gardens for their families. Mr. Her handed out to the council the rules gardeners <br />receive when they start planting their gardens. <br />Mr. Hansen spoke to the council regarding the setback on the land and the clarifications <br />regarding the wetlands. Mr. Hansen stated that he makes sure the people pick up their weeds <br />and debris. There were horses on the land and he wanted to make sure that in the future if <br />conditions change that he can still have horses and/or grow hay. Mr. Hansen inquired. <br />regarding the costs of the zoning. Mayor Uzpen explained the Garden Overlay Ordinance is a <br />request for zoning change, which under current zoning change requirements is $4,000 with a <br />$4,000 escrow. This is one time expense. Then there is a Conditional Use Permit required <br />each year that gardening is done and the current fee is $600 for the Conditional Use Permit <br />with an escrow of $1,000. Any unused money from the escrow account would be returned to <br />Mr. Hansen. <br />City Attorney Trevor Oliver went over the questions in Mr. Hansen's letter to the City Council, <br />dated July 16, 2011. This Ordinance is a zoning Ordinance. The fees have already been <br />established. The Ordinance is for the whole city. Spring and fall plowing is an issue.
