CAPITAL IMPROVEMENT FUNDS <br />ACTIVITY DESCRIPTION. <br />The Capital Improvement Funds pay the construction costs of the City's infrastructure <br />improvements. Capital improvement funds use the modified accrual basis of accounting, <br />however, the cash basis of accounting will be used for budgetary purposes only.
