The plan needed to address development impacts and future growth potential in the <br />corridor. The varying impacts needed to be evaluated from different mixes of generic <br />land uses such as office, retail and industrial. Also, the impacts of specific uses of <br />upcoming development proposals such as the Vadnais City Center retail plan needed to <br />be quantified. <br />Existing congestion and operational deficiencies within the corridor needed to be <br />evaluated and measured.. Specific locations such as the I-35E / Trunk' Highway 96 <br />interchange area and the highways of 1-35E and 1-694 themselves were an operational <br />concern. The plan also needed to examine the effects of implementing certain planned <br />roadway improvements as well as the effectiveness of initiating new geometric and traffic <br />control enhancements. <br />Finally, the plan needed to review travel desires and trip patterns to determine the <br />feasibility of new roadway realignments, connections, and freeway accesses interchanges. <br />The trip patterns were also to be used to understand how specific streets would function <br />as development proceeded. This information could also be used to determine how to <br />resolve other issues such as how to provide access to areas of North Oaks and White Bear <br />Township. <br />Findings and Recommendations <br />The study of the balance of land uses and roadway system capacity found that:. <br />* A moderate level of development within the current designations <br />of the communities Comprehensive Land Use Plans can be <br />accommodated with varying levels of improvements to the highway <br />and local street systems. <br />* It will not be economically or environmentally feasible to improve <br />the roadway system to accommodate the traffic generated if all <br />land develops to the maximum intensities as allowed in the <br />Comprehensive Land Use Plans. <br />* A Travel Management Organization (TMO) will be needed to <br />ensure that the moderate land use development trends are <br />maintained and an ultimate balance is achieved between the land <br />uses and roadway system capacity. There will be a need to <br />periodically monitor the corridor development and traffic volume <br />characteristics and to update the study model accordingly. <br />I-35E Corridor .Study <br />Sponsors: 1-35E Project Management.
