The second document is the SEH study of the traffic impact of the Fontana proposal. Whereas the study focuses on the. specific site in VH, the conclusion (p.9) clearly states the. impact on E, and the LOS. study (p.E) indicates the future of congestion at our interchange. Note that these studies assume little: or no incremental traffic contribution from GL due to our residential zoning. One of the results of the Corridor Study was a proposal to modify the goals and objectives of the VH Center Plan. The third document is the existing goals, which includes several graphics of the proposed build -out of the Center. Note that the "preferred alternative" (p.4) indicates the Target site as office space, which would offer a dramatically different traffic profile than retail. The fourth document is the "proposed" goals (changes high- lighted) which recognizes the significant threat ❑f traffic congestion caused by their development plans. The Planning Commission feels that the traffic congestion resulting from establishing two very large discount department stores directly opposite one another in Vadnais Center will have a serious negative impact on the quality of life in GL. We feel that the City Council should resolve to protest this development on behalf of its constituents, on the basis of the safety, noise, pollution, and general aesthetics issues raised by this increase in traffic, as well as the inconvenience caused our commuting residents. We feel that there should be time allowed to further digest the Corridor Study information and to formulate an overall plan, with long-term goals, for the entire community surrounding 135E. The GL Planning Commission has been communicating with the. VH Planning Commission to arrange a joint meeting to discuss these issues. Other matters: Mr. Bemis has indicated his desire to resign from the Commission after his incredible, faithful, and diligent service of some 37 years. Mr. Gardner volunteered to organize some modest recognition of that contribution. The Golf Course has indicated their desire to significantly increase their off- street parking, and, while the Commission looks favorably on the concept, Mr. Arend was instructed to inform them that they are to initiate no changes on the site until they have developed a complete site plan and it has been approved (landscaping being the key issue) .
