CITY OF GEM LAKE <br />RESOLUTION NO. 94-08 <br />WHEREAS, the City of Gem Lake is primarily a residential community committed to <br />the long-term maintenance of. a quality residential environment for it's <br />residents, and <br />WHEREAS., the. Planning Commission and City Council of the City have carefully and <br />with conscience developed and submitted. it's Comprehensive Municipal Plan to the <br />Metropolitan Councilwhich provides for the maintenance of said: quality <br />residential environment and which has been approved by the Metropolitan Council; <br />and <br />WHEREAS, the City of Gem Lake and the City of Vadnais Heights, as neighboring - <br />communities, participate and cooperate jointly in several matters of public' <br />safety including, but not 1imited to, law enforcement and the T-35E. Corridor <br />study to insure the quality of life of their individual and business residents; <br />and: <br />WHEREAS., the City of Vadnais Heights is considering altering it's Master Plan and <br />rezoning property on County Road E immediately west of Gem Lake to allow a <br />development proposal from Fontana Development for Fontana Square which includes. <br />all retail use, including an additional major discount department store and major <br />g.rocery.store, instead of previously identified office/warehouse use; and <br />WHE.REAS,. said rezoning would, according to estimates, not only increase traffic. <br />along County Road E by as much as 4 times to more than 40,000 trips daily or the <br />approximate equivalent of T-35E, but also increase traffic along streets that <br />feed County Road E'from adjacent..communities through the City of Gem Lake. <br />NOW THEREFORE BE TT RESOLVED that the City Council and the Planning Commission <br />of the City of Gem Lake on behalf of the residents of the City :opposeand protest. <br />this rezoning for the. Fontana Development Plan being considered by the City of <br />Vadnais. Heights on the basis that it will: t) causea dramatic and potentially <br />dangerous increase in traffic on both County Road E and streets within Cern Lake; <br />and 2) adversely affect the safety of Gem. Lake residents including children, <br />pedestrians, and non -motorized traffic; and 3) negatively impact the quality of <br />the residential environment developed and maintained by 'Gem Lake through <br />increased noise, light, and auto pollution; and, 4) significantly diminish the <br />general aesthetic residential: value of the City; and, 5) further endanger the <br />wildlife in Gem Lake. <br />PE IT FURTHER RESOLVED that the City Council and the Planning Commission of the <br />City of .Gem Lake on behalf of the residents of the City feel that the Vadnais <br />Heights City Council .and. Planning Commission should spend additional time in <br />consideration of this rezoning and planned development to provide for <br />finalization andanalysis of the I-35E Corridor Study,..a cooperative effort <br />entered into by both communities and :designed to assist in formulating an overall <br />plan with long-term development and planning goals for all communities in the I- <br />35E corridor. <br />The. foregoing Resolution No. 94-08 offered by Councilinember John <br />McPhillips and supported by Councilrriember Roland Birkebak , was declared <br />unanimously carried on this 20th day of June, 1994, on the following vote: <br />Page. 1 of 2 <br />
