City of Gem Lake City Council Meeting Minutes August 20, 2024 1 | Page <br />City of Gem Lake <br />City Council Meeting – August 20, 2024 <br />Meeting Minutes <br /> <br />Mayor Gretchen Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Len Cacioppo and Jim <br />Lindner were present. Councilmembers Ben Johnson and Laurel Amlee were not present. Also present: City <br />Attorney Kevin Beck, City Treasurer Tom Kelly, Planning Commission Chair Joshua Patrick, and Commission <br />Member Don Cummings, Acting City Clerk Melissa Lawrence and residents Jim Wilson and Nick Cress. <br /> <br />August 20, 2024, Agenda <br />A motion was introduced by Councilmember Linder to accept the agenda, seconded by Councilmember Cacioppo. <br />Motion carried 3-0. <br /> <br />Minutes <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the July <br />16, 2024, City Council Meeting Minutes. Motion carried 3-0. <br /> <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Cacioppo to accept the August <br />14, 2024, Planning Commission Meeting Minutes. Motion carried 3-0. <br /> <br />Special Presentations/Public Hearings <br />None <br /> <br />Consent Agenda <br /> <br /> Resolution #2024-015 August 2024 Donation to White Bear Lake Area Food Shelf <br /> Resolution #2024-016 August 2024 Donation to Willow Lane Elementary <br /> Monthly Financial Report(s) <br /> Quarterly Financial Report(s) <br /> Claims <br /> <br />All items on the consent agenda were reviewed by the Council. Councilmember Lindner introduced a <br />motion to approve all the items listed on the consent agenda as is, seconded by Councilmember Cacioppo. <br />Motion carried 3-0. <br /> <br />Committee Reports <br />Commission Chair Joshua Patrick shared with the Council that the Public Hearing for Barnett Kia was being tabled <br />to wait for more feedback from outside agencies and will be picked up again at the September Planning Commission <br />meeting. Commission Chair Patrick also shared with the Council that he let the Planning Commission know that he <br />has thrown his hat in the ring for a spot on the City Council beginning 2025. <br /> <br />Old Business <br /> <br /> Newsletter <br />Mayor Artig-Swomley shared that she would like to get a newsletter ready to be sent out after the <br />September meeting for October. Mayor Artig-Swomley presented ideas for the next edition of the City <br />Newsletter to include pieces on the school supply donation, preliminary budget public hearing, election <br />info, option for online payment option, the approved deer hunts and dead trees being removed. <br /> <br />Funding Update on Municipal Water System <br />Mayor Artig-Swomley shared that on July 1, 2024, she had received a letter from Congresswoman Betty <br />McCollum that the funding for this project has been included to advance to the next step in the process. <br />Inclusion of the City’s request in the House bill is not a guarantee of funding. Mayor Artig-Swomley <br />shared that by August 13, 2024, she had received two emails from Senator Amy Klobuchar’s team and <br />Senator Tina Smith’s team that the City’s finding requested was not selected to move forward by the <br />committee.
