City of Gem Lake City Council meeting minutes April 21, 2020 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – April 21, 2020 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:01 p.m. Councilmembers Artig-Swomley, <br />Cacioppo, Kuny, Lindner and Mayor Uzpen were present. Note: meeting was held via a telephone <br />conference call due to the COVID-19 virus and the Declaration of Emergency from President Trump and <br />Governor Walz. Also present: City Attorney Patrick Kelly and resident Don Cummings. <br /> <br />April 21, 2020, Agenda <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />agenda. Voice vote taken, all voted yes, motion passes. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />March 17, 2020, City Council minutes. Voice vote taken, all voted yes with the exception of Mayor <br />Uzpen who was not in attendance at the March 17, 2020, meeting, Motion passes, minutes approved. <br /> <br />Committee Reports – Planning Commission <br />No report. <br /> <br />Old Business <br />Newsletter- Councilmember Artig-Swomley would like to interview residents about their experiences <br />during the pandemic. Councilmember Kuny suggested a sharing of recipes. <br /> <br />New Business <br />Extension of Proclamation and Declaration of Emergency to May 31, 2020 <br />Councilmember Lindner, seconded by Councilmember Cacioppo to extend the Proclamation and <br />Declaration of Emergency to May 31, 2020. Voice vote taken, all voted yes. Motion passes, <br />Proclamation extension approved. <br /> <br />Resolution 2020-006 – Prohibits off-sale of Intoxicating Liquor by restaurants that possess only on-sale <br />licenses <br />Council discussed the Resolution, voted to do nothing with the order, voice vote taken, and all voted no <br />to the resolution. <br /> <br />Liability Coverage – Waiver Form <br />Councilmember Cacioppo made a motion to not waive the monetary limits on municipal tort liability <br />established by Minn. State 466.04, voice vote taken, all voted yes to not waive the monetary limits, <br />motions passes, Waiver form approved. <br /> <br />Claims <br />A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the <br />claims for March, 2020. Voice vote taken, all voted yes. Motion passes, claims approved. <br /> <br />Presentations from the Public <br />Resident Don Cummings thanked the council for a good meeting.
