City of Gem Lake City Council meeting minutes September 15, 2020 Page 2 <br /> <br /> <br /> <br />New Business <br /> <br />2021 Budget/Preliminary Levy Presentation & Resolution 2020-012 Adopting the Preliminary Amount <br />to Be Raised by Property Taxation for the Year 2021– Tom Kelly, Finance Director <br />Mr. Kelly gave an overview of the budget. Councilmember Lindner made a motion to approved <br />Resolution 2020-012 Adopting the Preliminary Amount to Be Raised by Property Taxation for the Year <br />2021, second by Councilmember Amlee, voice vote, all yes, resolution adopted. <br /> <br />2019 Audit Presentation <br />Michelle Hoffman from CliftonLarsonAllen presented the audit for 2019. Councilmember Lindner made <br />a motion to accept the Audit, seconded by Councilmember Amlee. Audit accepted. <br /> <br />Gem Lake Villas Developers Agreement Update <br />Last month the curb sections were replaced and driveways repaired. Trees missing should be replaced <br />(hopefully) by the end of the month. If the trees are not planted then the Developers Agreement will <br />not be accepted. <br /> <br />Hoffman Road Discussion <br />Briefly discussed the mill and overlay, council agreed this is the last time the city will do a mill and <br />overlay. The next step is to authorize SEH to prepare a proposal to review. Councilmember Lindner <br />made a motion to authorize SEH to prepare a proposal for a mill and overlay for Hoffman Road, <br />Councilmember Amlee seconded the motion. Voice vote taken, all yes, motion passes. <br /> <br />Deer Hunting Ordinance <br />Briefly discussed the distance that a deer stand can be from a home. Tabled further conversations to <br />the October, 2020, City Council meeting. <br /> <br />Claims <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />claims for September, 2020. Voice vote taken, all voted yes. Motion passes, claims approved. <br /> <br />Presentations from the Public <br />Rick Bosak, xxxx Goose Lake Road, the results of the water testing from Water Gremlin showed that <br />three wells had dioxin in them. Not sure where the dioxin is coming from, it could either go away or get <br />worse. Planning Commissioner Ben Johnson – asked that HyVee be invited to the planning commission <br />meeting in October to discuss the future of the property and the commission would like to review the <br />comp plan. <br /> <br />Open Items from the Council Members to Bring Up <br />Mayor Artig Swomley – a claim against the city has been brought forth for a copy right infringement for <br />an image taken from Microsoft office. This was not intentional and the city will be settling the claim for <br />$1,150.00. Mayor Bob’s bench has two potential sites in the Villas property, will be earmarked on <br />Friday, September 18. Candidate information is in the White Bear Press, the Mayor and Councilmember <br />Lindner have been invited to a zoom call to discuss the Rush Line. Councilmember Amlee – HyVee
