City of Gem Lake City Council meeting minutes June 18, 2019 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – June 18, 2019 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Cacioppo, Kuny and <br />Lindner were present. Mayor Uzpen – absent, excused. Others in attendance: City Attorney Patrick Kelly, <br />City Engineer Justin Gese, Presenters/Residents/Planning Commission Members: Don Cummings, Dan <br />Marier, Bryan Mayer, Ramsey County, Jeff Smith, MPCA, Steve Varley, Karen Zumach, Tree Trust. <br /> <br />June 18, 2019, Agenda <br />A motion was made by Councilmember Linder to add to the following to the agenda, Final Approval for <br />Scheuneman Road Reconstruction GEMLK 143869, Vadnais Heights Water Meter (Villas) MPCA/Tree <br />Trust and table Patrick Christopherson and Trail in Outlot A to August, 2019, City Council, seconded by <br />Councilmember Kuny. A motion was made by Councilmember Lindner, seconded by Councilmember <br />Kuny to approve the agenda with changes, motion passed. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />May 21, 2019, City Council minutes. Motion passes, minutes approved. <br /> <br />Newsletter <br />New Planning Commission members, recycling report, Water Gremlin update, Luther Cadillac update, <br />Gem Lake Villas, Gem Lake donation to the White Bear Lake Food Shelf, MS4, Tree Trust, Mitigation Plan <br />from Ramsey County, sewer bill, Rush Line. <br /> <br />New Business <br /> <br />Multi-Hazard Mitigation Plan – Bryan Mayer, Ramsey County <br />Mr. Mayer gave an overview of the Multi-Hazard Mitigation Plan. Councilmember Lindner made a <br />motion to accept the plan, seconded by Councilmember Cacioppo. Noted that a designated point of <br />contact needs to be appointed for the plan. <br /> <br />Resolution 2019-6, Donation for school lunch program/White Bear Lake Food Shelf <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve <br />Resolution 2019-06. Motion passed, Resolution approved. <br /> <br />Final Approval for Payment No. 3 (Final) for Scheuneman Road Reconstruction GEMLK 143869 <br />The Scheuneman Road reconstruction project is completed except for a few housekeeping items. <br />Payment will be held until those items are completed. City Engineer will let staff know when they are <br />complete and payment can be made. A motion was made by Councilmember Lindner, seconded by <br />Councilmember Kuny to approve the final payment.
