City of Gem Lake City Council meeting minutes August 20, 2019 Page 2 <br /> <br />Resolution 2019-007- Donation to Willow Lane School <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />Resolution 2019-007 – Donation to Willow Lane School. Motion passes, resolution approved. <br /> <br />Golf Cart Survey <br />The council and residents discussed the survey of surrounding communities and their handling of golf <br />carts on roads and in Gem Lake. <br /> <br />VLAWMO Second Amendment <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the VLAWMO Second Amendment change order. Motion passes, Second Amendment approved. <br /> <br />Ordinance 131, Section 9.6.5, to allow usage of a non-conforming material and approve CUP for 3660 <br />Scheuneman Road <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the proposed language change from the Planning Commission’s recommendation. Motion passes, <br />language change approved. A motion was made by Councilmember Artig-Swomley, seconded by <br />Councilmember Lindner to approve the CUP for 3660 Scheuneman Road with additional language <br />recommended from the Planning Commission. Motion passes, CUP for 3660 Scheuneman Road <br />approved. <br /> <br />Claims <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the claims for August, 2019. Motion passes, claims approved. <br /> <br />Open Items from the Council Members to Bring Up <br />Councilmember Artig-Swomley yard continues to be flooded from the spring rains/winter snow. She has <br />applied for a permit from VLAWMO to build a berm and pump. Councilmember Cacioppo stated that <br />there is a public meeting scheduled for Tuesday, August 27, 7:00 p.m. updating citizens about Water <br />Gremlin. The MPCA and MDH are hosting the meeting. Councilmember Lindner asked about the status <br />of the Comp Plan and when would Rush Line be presenting an update. They will be presenting at the <br />September, 2019, meeting. Councilmember Artig-Swomley asked about the sidewalk. Mayor Uzpen <br />stated Phase I is being worked on, Phase II is on hold. <br /> <br />Claims <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />claims for July, 2019. Motion passes, claims approved. <br /> <br />Next Meetings/Workshop <br />September 9, 2019, workshop cancelled. <br /> <br />Adjournment <br />Being there no further business, following a motion from Councilmember Lindner, seconded by <br />Councilmember Cacioppo, the meeting adjourned at 8:36 p.m. <br />Respectfully submitted, Gloria Tessier.
