City of Gem Lake City Council meeting minutes November 19, 2019 Page 2 <br /> <br />November 28, 2019. A voice vote was taken, all members voted yes, motion passes, Special Event <br />permission granted. <br /> <br />Municipal Service Agreement <br />Council discussed the Municipal Service Agreement with White Bear Township. In the audit report the <br />auditor stated that the Township has been over charging the City of Gem Lake for some tasks. For <br />example, if a task was to be completed by a clerical employee and that employee was not available to <br />perform the task, a senior level employee performed the task and that task was charged to the City of <br />Gem Lake at the senior level employee’s salary rate. The auditor stated that those tasks should be <br />charged according to whom normally would perform that task, not whom was doing the task. <br /> <br /> In September, 2019, the council approved the Municipal Services Agreement with the Township, the <br />agreement reflecting the staff salaries and sent it back to the Township for their agreement. The <br />Township returned the agreement with a new rate of $100.00 per hour for all staff. After a discussion <br />about the revised Agreement, Councilmember Cacioppo asked Mayor Uzpen to request that the <br />Township provide a detailed billing report that identifies each individual rate charged and the number of <br />hours billed to Gem Lake for administrative services for 2018 & 2019 to-date. The City will use the <br />information to further analyze the financial impact to the City for the proposed rate changes introduced <br />by the Township. Councilmember Cacioppo and Artig-Swomley have agreed to work with the Township <br />on negotiations of the Municipal Service Agreement. <br /> <br />Claims <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />claims for November, 2019. Motion passes, claims approved. <br /> <br />Presentations from the Public <br />Don Cummings, XX Summit Farm Lane, asked about the new signs on the trail and Outlot A in Gem Lake <br />Villas. <br /> <br />Open Items from the Council Members to Bring Up <br />Councilmember Artig-Swomley – what is the total cost for the sidewalk in Phase I, if the road is <br />eventually going to be widen, why not wait till that time to put in the sidewalk. Mayor Uzpen will <br />request that the City Engineer forward the total costs to the Council. <br /> <br />Next Meetings/Workshop <br />December 9, 2019, workshop cancelled. <br /> <br />Adjournment <br />Being there no further business, following a motion from Councilmember Lindner, seconded by <br />Councilmember Artig-Swomley, the meeting adjourned at 8:37 p.m. <br /> <br />Respectfully submitted, Gloria Tessier. <br />
