City of Gem Lake City Council Meeting minutes, February 20, 2018 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – February 20, 2018 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Linder and Kuny <br />were present. Others in attendance: City Engineer Justin Gese, S.E.H., City Attorney Patrick Kelly, City <br />Planner Tom Riedesel; Planning Commission Chair Ben Johnson, Planning Commission member Len <br />Cacioppo; citizens: Rick Bosak, Paul Emeott, Fritz Magnuson, Stephen Nelson and Steve Varley. <br /> <br />February 20, 2018, Agenda <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the agenda for February 20, 2018, motion passed. Agenda approved. <br /> <br />Minutes <br />Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the <br />minutes for January 16, 2018, motion passed. Minutes approved. <br /> <br />Committee Reports <br />Planning Commissioner Chair Ben Johnson briefly the council on the results of the Planning Commission <br />meeting on February 6, 2018. The commission reviewed the preliminary plat for the Villas at Gem Lake <br />and voted (4-0) to approve the preliminary plat with recommendations and conditions set forth in the <br />minutes of the meeting. <br /> <br />Newsletter <br />Villas at Gem Lake, liquor license approvals, Scheuneman Road project update, recycling report, items <br />held over from last newsletter, new council member, filing for vacant city council position, vintage <br />photos data base, newsletter out early March. <br /> <br />New Business <br /> <br />William Short – City Clerk Position <br />Mr. Short briefed the council on offering the city clerk position to Ms. Tori Leonhardt, staff member of <br />White Bear Township. Ms. Leonhardt has attended the course work and obtained the certificate to that <br />allows her to serve as a city clerk. The position was discussed with Ms. Leonhardt and township staff <br />and she has agreed to accept the position. A motion was made by Councilmember Lindner, seconded by <br />Councilmember Artig-Swomley to approve Ms. Tori Leonhardt as city clerk effective March 20, 2018. <br />Motion passed. <br /> <br />Resolution 2018-02 Willow Lane School <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />Resolution 2018-02. Motion passed. Resolution approved. <br /> <br />New City Councilmember <br />A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the <br />appointment of Len Cacioppo as the new city councilmember. Motion passed. Mr. Cacioppo will be <br />sworn in at the March 20, 2018, City Council meeting.
