City of Gem Lake City Council Meeting minutes, May 16, 2017 Page 2 <br /> <br /> <br />Update on the purchase of Tom Hansen’s field <br />A draft purchase agreement is in the process of being reviewed. The city will be issuing general <br />obligation tax abatement bonds (15 year) to finance the park portion of the land. 10 acres will be put <br />up for sale, developers will be solicited, and proceeds of the sale will pay off the CD for the park land. <br />Water and sewer will be thru Vadnais Heights. The city engineer is verifying interface thru Daniels <br />Farm Road. The purchase agreement will go thru the Planning Commission. <br /> <br />A motion was made and seconded to a conditional approval to purchase the 18 acres subject to Planning <br />Commission approval. Motion passed. A motion was made by Councilmember Lindner, seconded by <br />Councilmember Artig-Swomley to approve Resolution No. 2017-03, calling public hearing on a proposed <br />property tax abatement. Motion was approved. <br /> <br />Claims for May, 2017 <br />A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve <br />the claims for May, 2017. Motion passed. Claims approved. <br /> <br />Monthly Financial Reports <br />Approved. <br /> <br />VLAWMO Appointment <br />Councilmember Lindner has been serving on the VLAWMO technical committee for a number of years <br />and recently was appointed to serve on the Board of Directors for VLAWMO. This leaves a vacancy on <br />the VLAWMO technical committee. Gloria Tessier has volunteered to serve on the VLAWMO technical <br />committee. Council approved Ms. Tessier’s appointment to the VLAWMO technical committee. <br /> <br />Presentations by the Public <br />George Jungmann inquired as to when the street sweeping would take place. The city is scheduled for <br />sweeping for April/May. Paul Emeott inquired about the land purchase, the revision of the comp plan to <br />add a park, access to Daniels Farm Road and if the taxpayers will see an increase in property taxes. <br /> <br />Open Items for the Councilmembers to bring up <br />Councilmember Lindner inquired about density, zoning and clear access to Daniels Farm Road. <br />Councilmember Artig-Swomley recently completed the CERT training thru the Ramsey County Sheriff’s <br />Department. <br /> <br />Next Meetings <br />City of Gem Lake Workshop for Monday, June 12, cancelled.
