City of Gem Lake City Council meeting minutes, Thursday, August 13, 2015 Page 1 <br /> <br />City of Gem Lake <br />Special City Council Meeting – Thursday, August 13, 2015 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Bosak, Kuny and Lindner were <br />present. Councilmember Artig-Swomley was absent. Others in attendance: City Engineer, Justin Gese; <br />City Attorney, Patrick Kelly; members of the community; John Birkeland, Paul Emeott, Isaac Nelson, Pete <br />and Deb Oswald, Tony Scornavacco and Joshua Patrick. <br /> <br />August 13, 2015, Agenda <br /> <br />A motion was made by Councilmember Lindner, seconded by Bosak to approve the Agenda. Motion <br />passed. <br /> <br />Committee Reports <br />None <br /> <br />Old Business <br /> <br />Public Hearing – Extension of water from along County Road E to the Waldoch property across County <br />Road E to SFS property up Scheuneman Road to the Barnett property in Gem Lake by the City of Gem <br />Lake in 2015 pursuant to Minnesota Statute § 429.011 to 429.111. <br /> <br />Justin Gese from S.E.H. presented a brief overview of the project noting that the project is a two part <br />process, total estimates $460,000, part 1 - $290,000, part 2 - $171,000. Estimated assessments – part 1 <br />- $8,600/acre, part 2 - $10,000/acre. It was noted that the assessment would be spread out over a 10 <br />year period. Mayor Uzpen opened the public hearing at 7:10 p.m. John Birkeland, White Bear Floral, <br />3550 Hoffman Road West, asked what were the properties in yellow? Stated that estimated proposed <br />assessment was okay and that this project is needed and the value will be really noted starting now and <br />in the future. No other public made comments. Mayor Uzpen called the public hearing to a close at 7:13 <br />p.m. <br /> <br />A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to pass Resolution <br />2015-12 Resolution to order the preparation of the plans and specs for the installation of water in the <br />Hoffman/Scheuneman/area in the City of Gem Lake. Voice vote taken: Councilmember Bosak, yes, <br />Councilmember Kuny, yes, Councilmember Lindner, yes, Mayor Uzpen, yes. Motion passed. <br /> <br />Approve Metro-Bow Hunters Contract with no fee. <br /> <br />No discussion. Resident whose property the hunt was going to take place at decided to not proceed <br />with the hunt. <br /> <br />Adjournment <br />Being there no further business, following a motion by Councilmember Lindner, seconded by <br />Councilmember Bosak, Mayor Uzpen adjourned the meeting at 7:19 p.m. <br /> <br />Respectfully submitted, Gloria Tessier
