Regularnrtonthly.mactin$S of the C.ommissiion shall be held:on a.day <br />and time selected by the Commissioners. All meetings ofthe Commission are subject to the <br />Minnesota. Open Meeting Law. Notice of the time and place of each meeting shall be sentIo all <br />commissioners, and provided to* the public requesting this information, and follow notice <br />I equirements outlined in Minnesota Statutes, Section •1.3D.04, Meetings shall be conducted in <br />accordance with the -hftst version of Roberts Rules of *Order. Each Commissioner shall. have.one <br />vote. <br />kmajority ofthe Commissioners present shall constituto-a quorum at all. Commission meetings. <br />In the absence of a quorum, a scheduled meeting shall be opened, re -scheduled and adjourned. <br />Subdivision 5.. Watershed Management Plan (Plan). The Commission shall prepare and/or <br />update a water management plan, as required by the A4 The Plan, either a new one or an updated <br />one, shall be recommended to the Board of Directors:for -approval. The plan shall.be compliant <br />with Minnesota�Statutes, Ch..103B as it�maybe amended and applicable.Mi�esota Rules: The <br />Plan shall be -subject-to the appropriate governmental unit review as tequired by the:Act. <br />Subdivision 6. Local Water Management Plana After the adoption of a new or. revised. <br />ersheil management plan, each Membet44 4 ally -other local government unitwithin the Area <br />wat <br />shall review its local water management planfor changes needed for it to be consistent with the <br />,new or.revised Watershed Management Plan.. Each. local water management plan shall include <br />shall be.eonsistent with state law. After consideration, but before adoption of.a new or revised <br />local water management plan by the governmental unit, each Member or any. other governmental <br />units in the Area shall submit its water management plan to the Board. The Board shall within <br />sixty (60) days approve or disapprove the plan or parts thereof. If the Board fails to complete its <br />review within the prescribed period, and unless an extension is agreed to by the Member or other <br />local governmental unit, the local plan shall be deemed approved-cozWstent with applicable state <br />laws, <br />Subdivision 7. Appeals of Decisions and Recommendations of the Commission. Members. <br />shall comply with Commission's determinations as to the force and effect of the Watershed <br />Management Plan, the. Local Water Management.plans and any cost allocations for improvements <br />initiated pursuant to these plans. <br />Any govemmental unit which disputes a determination of the -Commission as -to forge and effect of <br />the Watershed Management Plan, any Local W4ter Management Plan, or the cost allocations -tot <br />improvements, initiated pursuant to these plans, may appeal the recommendation. or decision to the <br />Board within thirty (30) days of receipt of such written notice of such determination:. <br />Should the .appeal. not be completed to the satisfaction of all parties, a party may submit the dispute. <br />to arbitration.
