2016 JPA with <br />Prior Amendments <br />INITIAL DRAFT <br />4-14-25 <br /> <br /> 3 <br />Formatted: Font: 11 pt <br />Formatted: Font: 11 pt <br />b) minimize capital expenditures necessary to correct flooding and water quality <br />problems; <br />c) identify and plan for means to effectively protect and improve surface and <br />groundwater quality; <br />d) establish more uniform local policies and official controls for surface and <br />groundwater management; <br />e) prevent erosion of soil into surface water systems; <br />f) promote groundwater conservation and recharge; and <br />g) protect and enhance fish and wildlife habitat and water recreational facilities and <br />secure other benefits associated with the proper management of surface and <br />groundwater, and be in accordance with the Act. <br />1.2 General Purpose. The general purpose of this Agreement is to continue VLAWMO and its <br />work on behalf of the Members to cooperatively adopt, administer, and update as needed <br />the Watershed Management Plan, and to carry out the purposes identified in Minn. Stat. § <br />103B.201 and the other provisions of the Act. The plan and programs shall operate within <br />the boundaries of VLAWMO as identified in the official map filed with the Minnesota <br />Board of Soil and Water Resources. The most current version of the official map defining <br />the boundaries of the Watershed is incorporated herein by reference. The boundaries of the <br />Watershed are subject to change utilizing the procedure set out in Minn. Stat. § 103B.225 <br />as may be needed to better reflect the hydrological boundaries of the Area. <br /> <br />SECTION II <br />VADNAIS LAKE AREA WATERSHED <br /> <br />VLAWMO shall manage a watershed area in northern Ramsey County and southeastern Anoka <br />County shown on the map set forth on Appendix A. <br /> <br /> <br />SECTION III <br />DEFINITIONS <br /> <br />2.1 For purposes of this Agreement,Definitions. The definitions contained in Minn. Stat. § <br />103B.205 and Minn. R., part 8410.0020 are hereby adopted by reference, except that the <br />following terms shall have the meanings as definedgiven them in this section. <br /> <br />“Agreement” means this Section. <br /> <br />(a) “Agreement” – This Agreement developed pursuant to Minnesota Statutes, <br />SectionMinn.
