City of Gem Lake City Council Meeting Minutes April 15, 2025 1 <br />City of Gem Lake <br />City Council Closed Meeting – April 15, 2025 <br />Meeting Minutes <br /> <br />Mayor Gretchen Artig-Swomley called the meeting to order at 8:04 p.m. Councilmembers Jim Lindner, Len <br />Cacioppo, Ben Johnson and Joshua Patrick were present. Also present: Acting City Clerk Melissa Lawrence. <br /> <br />April 15, 2025, Agenda <br />A motion was introduced by Councilmember Linder to accept the agenda, seconded by Councilmember Cacioppo. <br />Motion carried 5-0. <br /> <br />New Business <br /> <br /> Closed Meeting Discussion – City Clerk Performance Evaluation <br />Mayor Artig-Swomley explained that the Council will go into a closed session to discuss the Acting City <br />Clerk’s annual performance evaluation. A summary will be provided at the next open meeting on May 20, <br />2025. <br /> <br />Mayor Artig-Swomley is interested in having another salary study done in the coming year to help <br />determine the salary rate for the clerk position as this specific position entails more responsibilities than <br />just clerk activities. Councilmember Johnson introduced a motion to approve a 3.5% ($1.24) increase based <br />on performance and anticipated completion of year 2 of the Minnesota Municipal Clerks Academy, <br />seconded by Councilmember Lindner. Motion carried 5-0. <br /> <br /> Resolution #2025-013 Close Public Meeting for Annual Evaluation of City Clerk <br />Councilmember Lindner introduced a motion to approve Resolution #2025-013, seconded by <br />Councilmember Johnson. Motion carried 5-0. <br /> <br />Adjournment <br />Being there no further business, following a motion from Councilmember Lindner, seconded by Councilmember <br />Johnson, the meeting adjourned at 8:28 p.m. <br /> <br />Respectfully submitted, Melissa Lawrence <br />
