Updated January 2025 – Gem Lake Consolidated Land Use Ordinance No. 131 140 <br /> <br />1. Principal Arterial Highway (As required by MNDOT); <br /> <br />2. Intermediate Arterial Highway 100 feet; <br /> <br />3. Minor Arterial Highway 80 feet; <br /> <br />4. Collector Street 70 feet; <br /> <br />5. Minor Street 60 feet; <br /> <br />6. Authorized Private Way 40 feet; <br /> <br />7. Private Driveway 33 feet; <br /> <br />8. Pedestrian Way 10 feet. <br /> <br />4. Easements. <br /> <br />1. Width and Location. Necessary easements of appropriate width for utilities (including extension of main <br />water and sewer lines) shall be provided (and shown on the plat), preferably along lot lines or as necessary <br />across lots. <br /> <br />2. Continuous Utility Easement Locations. Utility easements shall connect with easements established in <br />adjoining properties. These easements, when approved, shall not thereafter be changed without the <br />approval of the City Council. <br /> <br />3. Guy Wires. Additional easements for pole guys should be provided, where appropriate, at the outside of <br />turns. Where possible, lot lines shall be arranged to bisect the existing angle so that pole guys will fall <br />along-side lot lines. <br /> <br />5. Erosion and Sediment Control. <br /> <br />1. The development of this subdivision shall conform to the natural limitation presented by topography and <br />soil so as to create the least potential for soil erosion. <br /> <br />2. Erosion and siltation control measures shall be coordinated with the different stages of construction. <br />Appropriate control measures shall be installed prior to and maintained throughout development when <br />necessary to control erosion. <br /> <br />3. Land shall be developed in increments of workable size such that adequate erosion and siltation controls <br />can be provided as construction progresses. The smallest practical area of land shall be exposed at any one <br />(1) period of time. <br /> <br />4. When soil is exposed, the exposure shall be for the shortest feasible period of time, as specified in the <br />development agreement. <br /> <br />5. Where the topsoil is removed, sufficient arable soil shall be set aside for re-spreading over the developed <br />area. Topsoil shall be restored or provided to a depth of four (4) inches and shall be of a quality at least <br />equal to the soil quality prior to development. <br /> <br />6. Natural vegetation shall be protected wherever practical. <br /> <br />7. Run-off water shall be diverted to a sediment basin before being allowed to enter the natural drainage <br />system. <br /> <br />8. The erosion and sediment control plan shall be subject to review and approval of the applicable Watershed <br />District and the City Engineer. The City may request a report from the Ramsey Soil and Water <br />Conservation District regarding soil erosion control measures. The City may require a soil erosion cash <br />deposit to guarantee erosion control measures are taken. <br /> <br /> <br />
