2 <br /> <br />may participate in a HOME and ESG Programs only through the Authority. If Ramsey County <br />does not receive a HOME formula allocation, the Municipality may not form a HOME <br />consortium with other units of general local government. This does not preclude the Urban <br />County or the Municipality from applying for HOME or ESG funds from the State, if the State <br />allows. <br />2.
