Ramsey County | Multi-Jurisdiction Hazard Mitigation Plan 28
3.6 Drought
3.6.1 PROFILE
Drought is a prolonged period of significant below-average precipitation in a given location. It is a
normal phase in the climate cycle of most regions, originating from a deficiency of precipitation over an
extended period of time, usually a season or more. Drought can lead to water shortages.
Droughts are climate patterns that occur over long periods of time as the result of many causes. These
patterns are often exacerbated by climatic patterns such as La Nina, human activities such as over-
extraction of groundwater, and inefficient water use practices. Anomalies of precipitation and
temperature may last from several months to several decades. How long they last depend on
interactions between the atmosphere and the oceans, soil moisture and land surface processes,
topography, internal dynamics, and the accumulated influence of global weather systems.
3.6.2 LOCATION
Drought is a regional hazard, impacting large areas of land at once. The entire planning area is
susceptible to drought conditions. Figure 4 shows an example of drought conditions from August 2024.
Drought condition maps are updated weekly.
