HOW TO READ THE BUDGET The budget document serves two distinct purposes.. One purpose is to. present the City Council Members, residents and other interested readers, concise and readable information about City of Gern Lake.. The other purpose is to provide management of the City with a financial and operating plan that conforms to the City's accounting system. The Budget Message provides an overview of the key policy issues and programs in the budget, and presents major areas of emphasis. The Schedules and Summaries provide the heart of the document.as an operating and financial plan. The General Fund and Special Revenue Funds section contains revenue and expenditure summaries. It also provides detail revenue and expenditure information, department descriptions; staffing levels, service level objectives and prior year accomplishments for all departments, The Debt Service Funds section contains information about the resources accumulated for the payment of general long-term. debt principal and interest. The Capital Improvement Funds section contains revenue and expenditure information about the various construction .projects within the Township. The Enterprise Funds.section contains revenue and expenditure summaries for all Enterprise Funds. It al so. provides detail. revenue and expenditure information, department descriptions, staffing levels, service level objections. and .prior year accomplishments for all departments within each Enterprise Fund. The Appendix section includes other important financial and City information,.such as, City statistics, description of the property tax.system, and a glossary of terms.
